• பரந்த அளவிலான காரணிகள் மக்களின் இயக்கத்தைத் தீர்மானிக்கின்றன. 2020 ஆம் ஆண்டில் தோராயமாக 281 மில்லியன் மக்கள் சர்வதேச புலம்பெயர்ந்தோர், இது உலக மக்கள்தொகையில் 3.6 சதவீதத்தைக் குறிக்கிறது.
• உலகளாவிய இடம்பெயர்வு பிரச்சனை மற்றும் சவால்களை சமாளிக்க ஒவ்வொரு ஆண்டும் டிசம்பர் 18 அன்று சர்வதேச புலம்பெயர்ந்தோர் தினம் அனுசரிக்கப்படுகிறது.
• இவை அனைத்தும் எதிர்காலத்தில் குடியேற்றத்தின் சிறப்பியல்புகளையும் அளவையும் கணிசமாக பாதிக்கும் மற்றும் புலம்பெயர்ந்தோரின் அடிப்படை மனித உரிமைகள் பாதுகாக்கப்படுவதை உறுதி செய்யும் அதே வேளையில் குடியேற்றத்தின் திறனைப் பயன்படுத்துவதற்கு நாடுகள் உருவாக்க வேண்டிய உத்திகள் மற்றும் கொள்கைகளைத் தீர்மானிக்கும்.
• இன்று, எப்பொழுதையும் விட அதிகமான மக்கள் தாங்கள் பிறந்த நாட்டைத் தவிர வேறு நாட்டில் வாழ்கின்றனர். பல நபர்கள் விருப்பமின்றி இடம்பெயர்ந்தாலும், பலர் தேவைக்காக இடம்பெயர்கின்றனர். 2019 ஆம் ஆண்டில், உலகளவில் குடியேறியவர்களின் எண்ணிக்கை 272 மில்லியனை எட்டியது, 2010 ஐ விட 51 மில்லியன் அதிகம்.

இடம்பெயர்வுக்கான உலகளாவிய ஒப்பந்தம்

• 19 செப்டம்பர் 2016 அன்று, புலம்பெயர்தல் மற்றும் அகதிகள் தொடர்பான பிரச்சனைகளைப் பற்றி விவாதிக்க ஐ.நா பொதுச் சபைக்குள் உலக அளவில் முதன்முறையாக அரச தலைவர்களும் அரசாங்கத் தலைவர்களும் ஒன்று கூடினர். 
• சர்வதேச நிகழ்ச்சி நிரலில் இடம்பெயர்வு மற்றும் அகதிகள் விவகாரங்கள் முக்கியப் பிரச்சினைகளாக மாறிவிட்டன என்ற சக்திவாய்ந்த அரசியல் செய்தியை இது அனுப்பியது. 
• உலகளாவிய ஒப்பந்தம் என்பது ஐக்கிய நாடுகள் சபையின் அனுசரணையின் கீழ் தயாரிக்கப்பட்ட முதல் அரசாங்கங்களுக்கு இடையேயான பேச்சுவார்த்தை ஒப்பந்தமாகும், இது சர்வதேச இடம்பெயர்வின் அனைத்து பரிமாணங்களையும் ஒரு முழுமையான மற்றும் விரிவான முறையில் உள்ளடக்கியது.

நாம் ஏன் சர்வதேச தினங்களைக் கொண்டாடுகிறோம்?

• சர்வதேச நாட்கள் மற்றும் வாரங்கள் என்பது கவலைக்குரிய பிரச்சனைகளில் பொதுமக்களுக்கு கல்வி கற்பிப்பதற்கும், உலகளாவிய பிரச்சனைகளுக்கு தீர்வு காண்பதற்கு அரசியல் விருப்பத்தையும் வளங்களையும் திரட்டுவதற்கும், மனிதகுலத்தின் சாதனைகளை கொண்டாடுவதற்கும் வலுப்படுத்துவதற்கும் ஆகும். 
• சர்வதேச நாட்களின் இருப்பு ஐக்கிய நாடுகள் சபையின் ஸ்தாபனத்திற்கு முன்னதாகவே இருந்தது, ஆனால் ஐ.நா அவற்றை ஒரு சக்திவாய்ந்த வாதிடும் கருவியாக ஏற்றுக்கொண்டது. மற்ற ஐ.நா. அனுசரிப்புகளையும் நாங்கள் குறிக்கிறோம்.

தீம் 2021 - மனித நடமாட்டத்தின் திறனைப் பயன்படுத்துதல்

• புலம்பெயர்ந்தோர் தங்கள் அறிவு, நெட்வொர்க்குகள் மற்றும் திறன்கள் மூலம் வலுவான, அதிக நெகிழ்ச்சியான சமூகங்களை உருவாக்க பங்களிக்கின்றனர். 
• உலகளாவிய சமூக மற்றும் பொருளாதார நிலப்பரப்பை உலகளாவிய இயக்கம் மற்றும் பயணத்தில் உள்ள மக்கள் வழங்கும் சவால்கள் மற்றும் வாய்ப்புகளை எதிர்கொள்ளும் தாக்கம் நிறைந்த முடிவுகள் மூலம் வடிவமைக்க முடியும்.
• பாதுகாப்பான, ஒழுங்கான மற்றும் வழக்கமான இடம்பெயர்வுக்கான உலகளாவிய காம்பாக்ட் (GCM) மனித இயக்கத்தை உண்மையாக்குவதற்கும் அது வழங்கும் வாய்ப்புகளைப் பயன்படுத்துவதற்கும் வாய்ப்பையும் வழிகாட்டுதலையும் வழங்குகிறது.

• A broad range of factors continue to determine the movement of people. They are either voluntary or forced movements as a result of the increased magnitude and frequency of disasters, economic challenges and extreme poverty or conflict. 
• International Migrants Day is observed every year on December 18 to address the global migration problem and challenges.
• Approximately 281 million people were international migrants in 2020, representing 3.6 per cent of the global population.
• All these will significantly affect the characteristics and scale of migration in the future and determine the strategies and policies countries must develop in order to harness the potential of migration while ensuring the fundamental human rights of migrants are protected.
• Today, more people than ever live in a country other than the one in which they were born. While many individuals migrate out of choice, many others migrate out of necessity. In 2019, the number of migrants globally reached an estimated 272 million, 51 million more than in 2010. 

Global Compact for Migration

• On 19 September 2016 Heads of State and Government came together for the first time ever at the global level within the UN General Assembly to discuss issues related to migration and refugees. 
• This sent a powerful political message that migration and refugee matters had become major issues squarely on the international agenda. The Global Compact is the first inter-governmentally negotiated agreement, prepared under the auspices of the United Nations, covering all dimensions of international migration in a holistic and comprehensive manner. 

Why do we mark International Days?

• International days and weeks are occasions to educate the public on issues of concern, to mobilize political will and resources to address global problems, and to celebrate and reinforce achievements of humanity. 
• The existence of international days predates the establishment of the United Nations, but the UN has embraced them as a powerful advocacy tool. We also mark other UN observances.

THEME 2021 - HARNESSING THE POTENTIAL OF HUMAN MOBILITY

• Migrants contribute with their knowledge, networks, and skills to build stronger, more resilient communities. The global social and economic landscape can be shaped through impactful decisions to address the challenges and opportunities presented by global mobility and people on the move.
• The Global Compact for Safe, Orderly and Regular Migration (GCM) offers the opportunity and guidance to actualize human mobility and seize the opportunities it presents.
• The International Organization for Migration (IOM) has assisted millions of migrants since it emerged 70 years ago to assist the vast number of Europeans displaced by the Second World War and continues to lead the way in promoting a humane and orderly management of migration for the benefit of all, including the communities of origin, transit and destination
