- தமிழ்நாடு மாநில ஊரக வாழ்வாதார இயக்கத்தின் கீழ், மிகவும் வறிய நிலையில் உள்ள ஏழை மக்களைக் கண்டறிந்து சுய உதவி குழுக்களாக ஒருங்கிணைத்து அவர்களுக்கான நிலைத்த தன்மையுடைய அமைப்புகளை உருவாக்கி பல்வேறு திறன் பயிற்சிகள் மூலம் வலுப்படுத்தி, இலாபம் தரக்கூடிய சுய தொழில் வாய்ப்புகளை ஏற்படுத்தி தருவதன் மூலம் அவர்களது வாழ்வாதார நிலையை உயர்த்தி, வறுமையை ஒழிப்பதே இவ்வியக்கத்தின் குறிக்கோளாகும்.
- தமிழ்நாட்டிலுள்ள 31 ஊரக மாவட்டங்களில் மக்கள் நிலை ஆய்வின் மூலம் கண்டறியப்பட்ட ஏழை மக்களின் குடும்பங்களை 5 முதல் 7 ஆண்டுகளில் வறுமையிலிருந்து விடுபடச் செய்யும் நோக்கில் வலுவான மற்றும் உயிரோட்டமான மக்கள் அமைப்புகளை உருவாக்கி, வாழ்வாதாரத்தை உயர்த்தி, நிதி மற்றும் பல்வேறு சேவைகளை பெற வழிவகை செய்வதே இவ்வியக்கத்தின் நோக்கமாகும்

- Under the Tamil Nadu State Rural Livelihood Movement, the aim of this initiative is to identify the poor people who are in the most impoverished condition and integrate them into self-help groups, create sustainable organizations for them and strengthen them through various skill trainings, raise their living standards and eradicate poverty by creating profitable self-employment opportunities.
- The objective of this initiative is to create strong and vibrant people's organizations, raise livelihoods, and provide access to financial and various services in 31 rural districts of Tamil Nadu with the aim of lifting the families of poor people identified through population status survey in 5 to 7 years.
