• மிக இன்றியமையாததான வரி விலக்கு தரப்பட்டுள்ளது. வரி அமைப்பானது வளர்ச்சியையும் நாட்டினுள் உச்சபட்ச விலையையும் மனதில் கொண்டு உருவாக்கப்பட்டுள்ளது. 
• தொழில்நுட்ப மேம்பாட்டு உதவித் திட்டம் மற்றும் பருத்தி தொழில்நுட்பக் குழு, தொழிற்சாலைகளை நவீனப்படுத்துதலையும், மேம்படுத்துதலையும், மூலப்பொருள்களை மலிவு விலையில் வாங்குவதையுமே, நோக்கமாகக் கொண்டுள்ளது; 
• முதலீடும் இக்காரணங்களுக்காகவே செய்யப்படுகிறது. முதலீடு மானியத்தில் 10% அதிகரிக்கப்பட்டதால், தொழில்நுட்ப மேம்பாட்டு உதவித் திட்டத்தில் (Technology Upgradation Fund Scheme) செய்யப்பட்ட முதலீடு ரூ. 1300 கோடியிலிருந்து (2003-04) ஏறத்தாழ ரூ. 20000 கோடிக்கு (2006-09) அதிகரித்துள்ளது ஒருங்கிணைக்கப்பட்ட நெசவுப்பூங்கா (Integrated Textiles Parks) எனும் திட்டம். 
• நெசவுத் தொழில் கட்டமைப்பினை பலப்படுத்துவதற்காக ஏற்படுத்தப்பட்டது. இத்திட்டத்தின் கீழ் 40 ஒன்றிணைந்த நெசவுப் பூங்காக்கள் ஏற்படுத்த பரிந்துரைக்கப்பட்டுள்ளது. 
• நெசவுத்தொழில் மேம்பாட்டிற்காக தொழில்நுட்பக்குழு ஒன்று 11ஆவது ஐந்தாண்டு திட்டத்தில் ஏற்படுத்தப்படும்.

• Most essential tax exemption is provided. The tax structure is designed keeping in mind the growth and maximum cost within the country. 
• The Technical Development Assistance Program and the Cotton Technology Committee aim at modernization and upgrading of factories and procurement of raw materials at affordable prices; Investment is also made for these reasons. 
• As investment subsidy has been increased by 10%, the investment made in Technology Upgradation Fund Scheme is Rs. 1300 crore (2003-04) to approximately Rs. 20,000 crore (2006-09) for Integrated Textiles Parks. 
• Established to strengthen textile industry structure. 40 Integrated Weaving Parks are proposed to be set up under this scheme. 
• A technical committee will be established in the 11th five year plan for development of textile industry.
