• 1975 ஆம் ஆண்டு அக்டோபர் 2 ஆம் தேதி தொடங்கப்பட்டது
• குழந்தைப் பருவ பராமரிப்பு மற்றும் மேம்பாட்டிற்கான உலகின் மிகப்பெரிய மற்றும் தனித்துவமான திட்டங்களில் ஒன்றைக் குறிக்கிறது.
• முன்பள்ளி முறைசாரா கல்வியை வழங்குவதற்கான சவாலுக்கு விடையிறுப்பாக, அதன் குழந்தைகள் மற்றும் பாலூட்டும் தாய்மார்களுக்கு நாட்டின் அர்ப்பணிப்பு.

நோக்கங்கள்

• 0-6 வயதுக்குட்பட்ட குழந்தைகளின் ஊட்டச்சத்து மற்றும் சுகாதார நிலையை மேம்படுத்துதல்
• குழந்தையின் சரியான உளவியல், உடல் மற்றும் சமூக வளர்ச்சிக்கு அடித்தளம் அமைக்க
• இறப்பு, நோயுற்ற தன்மை, ஊட்டச்சத்து குறைபாடு மற்றும் பள்ளி இடைநிற்றல் ஆகியவற்றைக் குறைக்க
• குழந்தை வளர்ச்சியை மேம்படுத்துவதற்காக பல்வேறு துறைகளுக்கு இடையே கொள்கை மற்றும் செயல்படுத்தல் ஆகியவற்றின் பயனுள்ள ஒருங்கிணைப்பை அடைய; மற்றும்
• சரியான ஊட்டச்சத்து மற்றும் சுகாதார கல்வி மூலம் குழந்தையின் இயல்பான ஆரோக்கியம் மற்றும் ஊட்டச்சத்து தேவைகளை கவனித்துக்கொள்வதற்கான தாயின் திறனை மேம்படுத்துதல்.

பயனாளிகளுக்கு சேவைகளை வழங்குதல்

• துணை ஊட்டச்சத்து குழந்தைகள் > 6 கர்ப்பிணி மற்றும் பாலூட்டும் தாய்மார்கள் அங்கன்வாடி பணியாளர் மற்றும் அங்கன்வாடி உதவியாளர் (MWCD)
• தடுப்பூசி குழந்தைகள் > 6 கர்ப்பிணி மற்றும் பாலூட்டும் தாய்மார்கள் ANM/MO [சுகாதார அமைப்பு, MHFW]
• உடல்நலப் பரிசோதனை குழந்தைகள் > 6 கர்ப்பிணி மற்றும் பாலூட்டும் தாய்மார்கள் ANM/MO/AWW [சுகாதார அமைப்பு, MHFW]
• பரிந்துரை சேவைகள் குழந்தைகள் > 6 கர்ப்பிணி மற்றும் பாலூட்டும் தாய்மார்கள் ANM/MO/AWW [சுகாதார அமைப்பு, MHFW]
• முன்பள்ளி கல்வி குழந்தைகள் 3-6 வயது AWW [MWCD]
• ஊட்டச்சத்து மற்றும் சுகாதாரக் கல்வி பெண்கள் (15-45 வயது) AWW/ANM/MO [சுகாதார அமைப்பு, MHFW & MWCD]

நிதியளிப்பு முறை

• 2009-10 முதல், மத்திய அரசுக்கும் மாநிலங்களுக்கும் இடையிலான ஐசிடிஎஸ் திட்டத்தின் பகிர்வு முறையை இந்திய அரசு மாற்றியுள்ளது.
• மத்திய மற்றும் மாநிலங்களுக்கு இடையே வடகிழக்கு மாநிலங்களைப் பொறுத்தமட்டில் துணை ஊட்டச்சத்தின் பகிர்வு முறை 50:50 லிருந்து 90:10 விகிதமாக மாற்றப்பட்டுள்ளது.
• பிற மாநிலங்கள்/யூனியன் பிரதேசங்களைப் பொறுத்தமட்டில், துணை ஊட்டச்சத்தைப் பொறுத்தவரை தற்போதுள்ள பகிர்வு முறை 50:50 ஆகும்.
• 75:25 (NER க்கு 90:10) வலுப்படுத்துதல் மற்றும் மறுசீரமைப்பின் கீழ் அங்கீகரிக்கப்பட்ட புதிய கூறுகளைத் தவிர மற்ற கூறுகளுக்கான தற்போதைய செலவு பகிர்வு விகிதம் 90:10 ஆகும்.

புதிய கூறுகளைச் சேர்த்தல்

• ஐசிடிஎஸ் திட்டத்தை வலுப்படுத்துதல் மற்றும் மறுசீரமைத்தல் ஆகியவற்றுக்கு அரசு ஒப்புதல் அளித்துள்ளது. 12வது ஐந்தாண்டு திட்டத்தில் 1,23,580 கோடி.
• உடல்நலம், ஊட்டச்சத்து மற்றும் ஆரம்பக் கல்விக்கான முதல் கிராமப் புறக்காவல் நிலையமாக AWC-யை "துடிப்பான ECD மையமாக" மாற்றுதல் - குறைந்தபட்சம் ஆறு மணிநேரம் வேலை செய்தல் போன்றவை.

AWC கட்டிடத்தின் கட்டுமானம், பொருத்தமான உள்கட்டமைப்பு

• கூடுதல். 200 அதிக சுமையுள்ள மாவட்டங்களில் பணிபுரிபவர் மற்றும் மாநிலம்/யூனியன் பிரதேசத்தின் தேவைக்கேற்ப மற்ற மாவட்டங்களில் பணிபுரிபவர்களை இணைக்கவும்
• திருத்தப்பட்ட PSE கிட் @ ரூ 3000 மற்றும் குழந்தைகளுக்கான செயல்பாட்டு புத்தகங்கள்
• கிராமப்புற/பழங்குடியினர், நகர்ப்புற மற்றும் பெருநகரங்களுக்கு முறையே ஒரு யூனிட்டுக்கு ரூ.750, ரூ.3000 மற்றும் ரூ.5000 வரையிலான AWC கட்டிடத்திற்கான வாடகை திருத்தம்.
• 5% AWC களில் க்ரீச் சேவைகள்.
• ஊட்டச்சத்தின்மை (0-3 வயதுக்குட்பட்ட 0-3 வயது குழந்தைகள்) இளம் குழந்தைகளை 10 சதவிகிதம் தடுக்கவும் குறைக்கவும்.

Objectives

• to improve the nutritional and health status of children in the age-group 0-6 years
• to lay the foundation for proper psychological, physical and social development of the child
• to reduce the incidence of mortality, morbidity, malnutrition and school dropout
• to achieve effective co-ordination of policy and implementation amongst the various departments to promote child development; and
• to enhance the capability of the mother to look after the normal health and nutritional needs of the child through proper nutrition and health education.

The Delivery of Services to the Beneficiaries

Funding Pattern

• Since 2009-10, Government of India has modified the sharing pattern of the ICDS Scheme between the Centre and States.
• The sharing pattern of supplementary nutrition in respect of North-Eastern States between Centre and States has been changed from 50:50 to 90:10 ratios.
• In respect of other States/UTs, the existing sharing pattern in respect of supplementary nutrition is 50:50.
• The existing cost sharing ratio for other components is 90:10 except the new components approved under Strengthening & Restructuring for which it is 75:25 (90:10 for NER).

Inclusion of New Components

• Government has approved the Strengthening and Restructuring of ICDS Scheme with an allocation of Rs. 1,23,580 crore during 12th Five Year Plan.
• Repositioning the AWC as a “vibrant ECD centre” to become the first village outpost for health, nutrition and early learning – minimum of six hours of working, etc.
• Construction of AWC Building, appropriate infrastructure
• Addl. Worker in 200 high burden districts and Link workers in others district on demand by State/UT
• Revised PSE Kit @ Rs 3000 and activity books for children
• Revision of rent for AWC building up to Rs.750, Rs.3000 and Rs.5000 per month per unit for Rural/Tribal, Urban and Metropolitan cities respectively
• Crèche services in 5% of the AWCs.
• Prevent and reduce young child under-nutrition (% underweight children 0-3 years) by 10 percentage point.
