• தமிழ்நாடு குடிசை மாற்று வாரியம் (Tamil Nadu Slum Clearance Board (TNSCB); இது தமிழ்நாடு அரசு மூலமாக நிர்வகிக்கப்படுகின்ற பொதுத் துறை நிறுவனமாகும். 
• அது தமிழ்நாடு குடிசை பகுதிகள் (மேம்படுத்தல் மற்றும் இசைவு) சட்டத்தின் 1971 (Act 1971) மூலம் உருவாக்கப்பட்டது. மேலும் தமிழ்நாட்டில் சேரிகளை அகற்றி, சுகாதார வசதிகளை வழங்குவதே இந்த குழுவின் முக்கிய செயல்பாடு ஆகும்
• ஏழையின் சிரிப்பில் இறைவனைக் காணலாம்" என்ற பொன்மொழியை குறிக்கோலாகக் கொண்ட தமிழ்நாடு குடிசை மாற்று வாரியம், 1970 இல் நிறுவப்பட்டது. 
• இதன் நடவடிக்கைகள் துவக்கத்தில் சென்னை மாநகரத்தில் செயல்படுத்தப்பட்டு, பின்னர் 1984 ஆம் ஆண்டில் இருந்து பல்வேறு கட்டங்களாக அனைத்து மாநகரங்கள், நகரங்கள் மற்றும் பேரூராட்சிகள் என நீட்டிக்கப்பட்டது. 
• மேலும் இந்நிறுவனத்தின் இலக்கு என்பது, 2022 ஆம் ஆண்டில் சேரி அல்லாத தமிழ்நாட்டை உருவாக்க உறுதிபூண்டுள்ளது.
• தமிழ்நாடு குடிசை மாற்று வாரியம் ஆரம்பத்தில் அடிப்படை வசதிகளுடன் கூடிய குடியிருப்புகள் கட்டப்பட்டு வீடுகள் வழங்கியது, 
• பின்னர் குடிசைவாசிகள் வாழ்வாதாரத்தை மாற்றம் கொண்டுவரும் நோக்கத்துடன் நகர்த்தப்பட்டது. 
• அபிவிருத்திக்கு சமூக அடிப்படையான மனிதாபிமான அணுகுமுறையில் கட்டப்படும் வீடுகள், திட்டங்கள் வாயிலாக, வீடுகள் மற்றும் புனர்வாழ்வு மரபுவழி அணுகுமுறையை நோக்கமுள்ளவையாக கருதப்படுகிறது. 
• மேலும் சமூகத் தொழிலாளர்கள் மற்றும் சமூகவியலாளர்கள் உள்ளடக்கிய சமூக அபிவிருத்தி, விழிப்புணர்வு பொறியியல், போன்ற திட்டமிடல் மற்றும் வருவாய் அம்சங்களுடன் ஒருங்கிணைக்கப்பட்டுள்ளது, 
• ஆகவே இந்த வாரியம் பயனாளிகள் தொடர்பாக இது ஒரு முக்கிய பங்கை வகிக்கிறது. வாரியத்தால் முறைப்படுத்தப்படும் கொள்கைகள், மற்றும் திட்டங்கள் சேரி வாசிகள் உண்மையில் கொண்டுசேர்க்கிறது. 
• இது உலக வங்கியால் நிதியளிக்கப்பட்ட குடிசை மேம்பாட்டு திட்டத்தில் சமூக பங்கேற்பை உறுதிப்படுத்திய பிறகு, 1978 ஆம் ஆண்டு அது சென்னைப் பெருநகர் வளர்ச்சிக் குழும ஆணையத்தின் முன்முயற்சியில் செயல்படுகிறது.

• "தொலைநோக்குத் திட்டம் 2023" இது, விரைவான பொருளாதார வளர்ச்சிக்கு தமிழ்நாட்டில் முதல் முறையாக உயர் உள்கட்டமைப்பு வளர்ச்சிக்கு ஒரு மூலோபாய நீண்ட கால திட்டமாகும். 
• இது தமிழ்நாட்டில் உள்ள அனைத்து நகர்ப்புற குடிமக்களுக்கு வீடுகளை வழங்குவதற்கும், 2023 க்கு முன்னர் மாநகரங்கள் மற்றும் நகரங்களை சேர்ப்பதற்கும் உதவுகிறது. இந்த திட்டத்தின் கீழ் அனைத்து நகர்ப்புற மக்களுக்கும் அடிபடைவசதியுடன் கூடிய வீடு வழங்கப்படும். 
• இந்த வீட்டுவசதிகள் “அனைவக்கும் வீடு” திட்டத்தின் கீழ் நிதியுதவியுடன் இந்த திட்டத்தை செயல்படுத்த திட்டமிடப்பட்டுள்ளது. 
• 2022 ஆம் ஆண்டிற்கு முன்னர் அனைத்து தகுதிவாய்ந்த குடும்பங்களுக்கும் வீடுகளை வழங்குவதற்காக மாநிலங்கள் மூலம் செயல்படுத்துவதற்கு மத்திய அரசு உதவி வழங்கும் வகையில் நகர்ப்புற பகுதிகளில் "அனைத்து மக்களுக்கான வீட்டுவசதி" திட்டத்தை இந்திய அரசு அறிவித்துள்ளது. 
• 2015 ஆம் ஆண்டு சூன் மாதம் இந்திய பிரதம மந்திரியால் துவக்கப்படும் இந்த குறிப்பணிகள், 30 சதுர மீட்டர் வரை வீடுகளின் கட்டுமானத்தை ஆதரிக்கிறது. மத்திய அரசின் மானியம் பெறும் மற்றும் மத்திய துறை திட்டங்கள் உதவியுடன் அடிப்படை குடிமை உள்கட்டமைப்புடன் இத்திட்டம் உருவாக்கபட்டது.

• The Tamil Nadu Slum Clearance Board (TNSCB) is a public sector organization administered by the Government of Tamil Nadu. 
• It was created by the Tamil Nadu Slum Areas (Upgradation and Harmonization) Act, 1971 (Act 1971). 
• The Tamil Nadu Slum Replacement Board was established in 1970 with the motto "God can be seen in the smile of the poor". 
• Its activities were initially implemented in Chennai city and then extended to all cities, towns and municipalities in various phases from 1984 onwards. The organization's target is to make slums by the year 2022 Committed to creating non-Tamil Nadu.
• The Tamil Nadu Slum Replacement Board initially constructed and provided houses with basic amenities and later moved with the aim of transforming the livelihood of the slum dwellers. 
• A community-based humanitarian approach to development aims at housing, housing and rehabilitation projects through traditional approaches. Also integrated with planning and revenue aspects like social development, awareness engineering, involving social workers and sociologists, this board plays an important role in relation to the beneficiaries. 
• The policies and programs formalized by the board bring the slum dwellers in reality. After it ensured community participation in the slum development program funded by the World Bank, in 1978 it worked on the initiative of the Chennai Metropolitan Development Corporation.

A home for all

• "Vision Plan 2023" is a strategic long term plan for first time high infrastructure development in Tamil Nadu for rapid economic growth. It also helps in providing housing to all urban citizens in Tamil Nadu and inclusion of metros and cities before 2023. 
• Under this scheme all the urban population will be provided housing with basic amenities. These housing facilities are planned to be implemented with funding under the “Housing for All” scheme. 
• The Government of India has announced the "Housing for All" scheme in urban areas with central government assistance for implementation by states to provide housing to all eligible families by 2022. 
• Launched by the Prime Minister of India in June 2015, these benchmarks support the construction of houses up to 30 square meters. The scheme was developed with the help of central government subsidized and central sector schemes along with basic civic infrastructure.
