உலகில் உள்ள நாடுகளுக்கு உதவும் நோக்கில், சுற்றுச்சூழல் மற்றும் காலநிலை கண்காணிப்புக்கான ஜி20 செயற்கைக்கோள் இயக்கத்தை இந்தியா சனிக்கிழமை தொடங்க முன்மொழிந்தது. 

அமெரிக்க அதிபர் ஜோ பிடன், இங்கிலாந்து பிரதமர் ரிஷி சுனக், தென்னாப்பிரிக்கா அதிபர் சிரில் ராமபோசா உள்ளிட்ட உலகத் தலைவர்கள் முன்னிலையில், பாரத் மண்டபம் சர்வதேச மாநாட்டு மையத்தில் நடைபெற்ற ஜி20 தலைவர்கள் உச்சி மாநாட்டில் பிரதமர் நரேந்திர மோடி இந்த ஆலோசனையை வழங்கினார்.

இந்தியாவின் வெற்றிகரமான சந்திரயான் நிலவுப் பயணத்திலிருந்து பெறப்பட்ட தரவுகளைப் போலவே, G20 செயற்கைக்கோள் பணி மனிதகுலம் அனைவருக்கும் பயனுள்ளதாக இருக்கும் என்று பிரதமர் மோடி கூறினார். 

அதே உத்வேகத்துடன், சுற்றுச்சூழல் மற்றும் காலநிலை கண்காணிப்புக்கான 'ஜி 20 செயற்கைக்கோள் மிஷன்' தொடங்குவதற்கு இந்தியா முன்மொழிகிறது," என்று அவர் கூறினார். 

இந்த முயற்சியில் சேருமாறு அனைத்து ஜி-20 நாடுகளையும் இந்தியா அழைக்கிறது" என்று ஜி20 தலைவர்கள் உச்சி மாநாட்டில் பிரதமர் மோடி கூறினார்.

55 நாடுகளை உறுப்பினர்களாக கொண்ட ஆப்பிரிக்க யூனியன் ஜி20 அமைப்பில் சேர்ப்பு

ஜி20 கடந்த 1999-ல் தொடங்கப்பட்டது. இந்த அமைப்பில் சேர ஆப்பிரிக்க யூனியன் பல ஆண்டுகளாக முயன்று வந்தது. ஜி20 அமைப்புக்கு இந்த ஆண்டு இந்தியா தலைமை வகிக்கும் நிலையில் இதன் உச்சி மாநாடு டெல்லியில் தொடங்கியது. 

இந்த மாநாட்டில், மாநாட்டுக்கு தலைமை வகிக்கும் பிரதமர் நரேந்திர மோடியின் அழைப்பை தொடர்ந்து, ஆப்பிரிக்க யூனியன் புதிய நிரந்தர உறுப்பினர் ஆனது.

ஜி20 நிரந்தர உறுப்பினருக்கான இருக்கையில் அமர ஆப்பிரிக்க யூனியன் தலைவர் அசாலி அசவ்மானிக்கு பிரதமர் நரேந்திர மோடி அழைப்பு விடுக்கும்போது, 'அனைவரையும் அழைத்துச் செல்வது என்ற உணர்வுக்கு ஏற்ப, ஆப்பிரிக்க யூனியனுக்கு ஜி20-ல் நிரந்தர உறுப்பினர் அந்தஸ்து வழங்கப்பட வேண்டும் என இந்தியா முன்மொழிந்தது. இந்த முன்மொழிவுக்கு அனைவரும் உடன்படுவதாக நான் நம்புகிறேன்' என்றார்.

இதையடுத்து உலகத் தலைவர்கள் மகிழ்ச்சியுடன் கைதட்டி ஆப்பிரிக்க யூனியனை வரவேற்றனர். வெளியுறவு அமைச்சர் எஸ்.ஜெய்சங்கரும் பிரதமர் மோடியும் அசாலி அசவ்மானியை நிரந்தர உறுப்பினருக்கான இருக்கையில் அமர வைத்தனர்.

ஜி20 அமைப்பில் ஆப்பிரிக்க யூனியன் நிரந்தர உறுப்பினர் ஆனது. ஜி20 தொடங்கியதில் இருந்து அது, விரிவாக்கம் செய்யப்படுவது இதுவே முதல்முறையாகும்.

ஜி - 20 மாநாட்டின் 5 முக்கிய அம்சங்கள்

நம் நாட்டின் தலைமையில் பிரமாண்டமாக நடந்து வரும் ஜி - 20 மாநாடு, பல்வேறு அம்சங்களை உள்ளடக்கி உள்ளது. இதில், முதன்மையான ஐந்து விவகாரங்கள் மாநாட்டின் பேசு பொருளாக உள்ளன. 

1. ஜி - 20 அமைப்பில் புதிய நிரந்தர உறுப்பினராக ஆப்ரிக்க ஒன்றியம் இணைந்துஉள்ளது. இதனால், வளரும் நாடுகளுக்கு உலகளாவிய முடிவெடுப்பதில் அதிக பங்களிப்பு வழங்கப்படுகிறது.
2. இரண்டாவதாக, நம் நாட்டுடன், அமெரிக்கா, சவுதி அரேபியா, வளைகுடா மற்றும் அரபு நாடுகள் மற்றும் ஐரோப்பிய ஒன்றியத்தை இணைக்கும் விரிவான ரயில் மற்றும் கப்பல் போக்குவரத்து இணைப்பு அறிவிக்கப்பட்டுள்ளது. இந்தியா - மத்திய கிழக்கு - ஐரோப்பிய இணைப்பு வழித்தட திட்டமான இது, சீனாவின் பெல்ட்ரோடு திட்டத்துக்கு மாற்று ஏற்பாடாகும்.

4. துாய்மையான எரிபொருளின் பயன்பாட்டை அதிகரிக்க உலகளாவிய உயிரி எரிபொருள் கூட்டணியை துவங்குவதாக பிரதமர் மோடி அறிவித்தார். தாவரங்கள் மற்றும் விலங்குகளின் கழிவுகள் உட்பட பல்வேறு மூலங்களிலிருந்து பெறப்பட்ட உயிரி எரிபொருளின் வர்த்தகத்தை எளிதாக்குவதன் வாயிலாக, பூஜ்ஜிய உமிழ்வு இலக்குகளை அடைவதற்கான உலகளாவிய முயற்சிகளை இந்தக் கூட்டணி துரிதப்படுத்தும் என உறுதிப்படுத்தப்பட்டது. 
5. சமீப காலமாக உலக நாடுகளின் மத்தியில் அதிகரித்துள்ள நம்பிக்கை பற்றாக்குறையை உறுப்பு நாடுகளுக்கு இடையே அதிக ஒத்துழைப்புடன் சமாளிக்க வேண்டும் என்பதாகும்.

உலகளாவிய உள்கட்டமைப்பு மற்றும் முதலீட்டுக்கான கூட்டாண்மை (பிஜிஐஐ) மற்றும் இந்தியா-மத்திய கிழக்கு-ஐரோப்பா பொருளாதார வழித்தடம் நடைபாதை (ஐஎம்இசி)

புதுதில்லியில் செப்டம்பர் 9, 2023 அன்று நடைபெற்ற ஜி 20 உச்சிமாநாட்டின் போது, உலகளாவிய உள்கட்டமைப்பு மற்றும் முதலீட்டுக்கான கூட்டாண்மை (பிஜிஐஐ) மற்றும் இந்தியா-மத்திய கிழக்கு-ஐரோப்பா பொருளாதார வழித்தடம் (ஐஎம்இசி) குறித்த சிறப்பு நிகழ்ச்சிக்கு பிரதமர் திரு. நரேந்திர மோடி மற்றும் அமெரிக்க ஜனாதிபதி திரு ஜோ பைடன் ஆகியோர் கூட்டாக தலைமை தாங்கினர்.

இந்தியா, மத்திய கிழக்கு மற்றும் ஐரோப்பாவிற்கு இடையிலான பல்வேறு பரிமாணங்களில் உள்கட்டமைப்பை மேம்படுத்தவும், இணைப்பை வலுப்படுத்தவும் அதிக முதலீட்டை ஈர்ப்பதை  இந்த நிகழ்வு நோக்கமாகக் கொண்டது.

ஐரோப்பிய யூனியன், பிரான்ஸ், ஜெர்மனி, இத்தாலி, மொரீஷியஸ், ஐக்கிய அரபு அமீரகம், சவுதி அரேபியா ஆகிய நாடுகளின் தலைவர்களும், உலக வங்கியும் இந்த நிகழ்ச்சியில் பங்கேற்றன.

பி.ஜி.ஐ.ஐ என்பது வளரும் நாடுகளில் உள்கட்டமைப்பு இடைவெளியைக் குறைப்பதையும், உலகளவில் நிலையான வளர்ச்சி இலக்குகளில் முன்னேற்றத்தை விரைவுபடுத்த உதவுவதையும் நோக்கமாகக் கொண்ட ஒரு வளர்ச்சி முன்முயற்சியாகும்.

ஐ.எம்.இ.சி இந்தியாவை வளைகுடா பிராந்தியத்துடன் இணைக்கும் கிழக்கு வழித்தடம், வளைகுடா பிராந்தியத்தை ஐரோப்பாவுடன் இணைக்கும் வடக்கு வழித்தடம் ஆகியவற்றைக் கொண்டுள்ளது. இதில் ரயில் மற்றும் கப்பல்-ரயில் போக்குவரத்து கட்டமைப்பு  மற்றும் சாலை போக்குவரத்து பாதைகள் அடங்கும்.

பிரதமர் தனது உரையில், பௌதீக, டிஜிட்டல் மற்றும் நிதி இணைப்பின் முக்கியத்துவத்தை எடுத்துரைத்தார். இந்தியாவிற்கும் ஐரோப்பாவிற்கும் இடையிலான பொருளாதார ஒருங்கிணைப்பை மேம்படுத்த ஐ.எம்.இ.சி உதவும் என்று அவர் கூறினார்.

இந்தியா, அமெரிக்கா, சவுதி அரேபியா, ஐக்கிய அரபு அமீரகம், ஐரோப்பிய யூனியன், இத்தாலி, பிரான்ஸ் மற்றும் ஜெர்மனி ஆகிய நாடுகள் ஐ.எம்.இ.சி தொடர்பான புரிந்துணர்வு ஒப்பந்தத்தில் கையெழுத்திட்டன.

ஜி20 உச்சிமாநாட்டில் புது தில்லி தலைவர்களின் பிரகடனம் ஏற்றுக்கொள்ளப்பட்டது

பிரகடனத்தின் அனைத்து 83 பாராக்களிலும் G20 தலைவர்கள் 100% ஒருமித்த கருத்தை வழங்கியுள்ளனர். வலுவான, நிலையான, சமச்சீர் மற்றும் உள்ளடக்கிய வளர்ச்சி, SDG களில் முன்னேற்றத்தை விரைவுபடுத்துதல், நிலையான எதிர்காலத்திற்கான பசுமை மேம்பாட்டு ஒப்பந்தம், 21 ஆம் நூற்றாண்டிற்கான பலதரப்பு நிறுவனங்கள், பன்முகத்தன்மையை புத்துயிர் அளிப்பது.

இந்தியாவின் G20 ஷெர்பா அமிதாப் காந்த் கருத்துப்படி, பசுமை வளர்ச்சியில் கவனம் செலுத்த ஒவ்வொரு நாடும் ஒன்று சேர்ந்துள்ளது. பெண்கள் தலைமையிலான வளர்ச்சியில் நாம் சாதித்திருப்பது மிகப்பெரிய சாதனையாகும்.

ரஷ்யா-உக்ரைன் போரில், டெல்லி பிரகடனம் "அனைத்து மாநிலங்களும் பிராந்திய ஒருமைப்பாடு மற்றும் இறையாண்மை, சர்வதேச மனிதாபிமான சட்டம் மற்றும் அமைதி மற்றும் ஸ்திரத்தன்மையை பாதுகாக்கும் பலதரப்பு அமைப்பு உட்பட சர்வதேச சட்டத்தின் கொள்கைகளை நிலைநிறுத்த வேண்டும்" என்று அழைப்பு விடுத்தது.

அணு ஆயுதங்களின் பயன்பாடு அல்லது அச்சுறுத்தல் ஏற்றுக்கொள்ள முடியாதது. உலகளாவிய சராசரி வெப்பநிலை அதிகரிப்பை 1.5 டிகிரி செல்சியஸாகக் கட்டுப்படுத்த 2030 ஆம் ஆண்டளவில் புதுப்பிக்கத்தக்க எரிசக்தி திறனை மும்மடங்கு மற்றும் எரிசக்தி திறனை இரட்டிப்பாக்குவதற்கான உலகளாவிய இலக்குகளை ஏற்குமாறு ஜி20 நாடுகளை ஐரோப்பிய ஆணையம் வலியுறுத்தியது.

G20 உச்சி மாநாட்டில் இந்தியா உலகளாவிய உயிரி எரிபொருள் கூட்டணியை அறிமுகப்படுத்தியது

செப்டம்பர் 9, 2023 அன்று, புதுதில்லியில் G20 உச்சிமாநாட்டில் உலகளாவிய உயிரி எரிபொருள் கூட்டணியை தொடங்குவதாக இந்தியா அறிவித்துள்ளது. உலகளாவிய உயிரி எரிபொருள் கூட்டணியில் இணையுமாறு அனைத்து நாடுகளுக்கும் பிரதமர் மோடி அழைப்பு விடுத்துள்ளார்.

உலகளாவிய உயிரி எரிபொருள் கூட்டணியை உருவாக்க இந்தியா, அமெரிக்கா மற்றும் பிரேசில் ஆர்வமுள்ள நாடுகளுடன் இணைந்து செயல்படும். எரிபொருள் கலப்புத் துறையில் அனைத்து நாடுகளும் இணைந்து செயல்பட வேண்டியதன் அவசியத்தை பிரதமர் மோடி வலியுறுத்தினார்.

பெட்ரோலில் எத்தனால் கலப்படத்தை 20% வரை கொண்டு செல்ல உலக அளவில் முன்முயற்சி எடுக்க வேண்டும் என்பது இந்தியாவின் முன்மொழிவு. பசுமை ஹைட்ரஜன் உற்பத்தியை அதிகரிக்க இந்தியா தேசிய பசுமை ஹைட்ரஜன் இயக்கத்தை தொடங்கியுள்ளது என்றும் பிரதமர் மோடி கூறினார். 

இந்தியாவின் ஜி20 தலைவர் பதவியில் இருந்தபோது, உலகளாவிய ஹைட்ரஜன் சுற்றுச்சூழல் அமைப்பை உருவாக்க நடவடிக்கை எடுக்கப்பட்டுள்ளது.

G20 Satellite Operation for Environment and Climate Monitoring

India on Saturday proposed launching a G20 satellite operation for environment and climate monitoring to help countries around the world.

Prime Minister Narendra Modi gave this advice at the G20 Summit held at the Bharat Mandapam International Conference Center in the presence of world leaders including US President Joe Biden, UK Prime Minister Rishi Sunak and South African President Cyril Ramaphosa.

Prime Minister Modi said the G20 satellite mission will benefit all mankind, just like the data obtained from India's successful Chandrayaan moon mission.

In the same vein, India proposes to launch a 'G20 Satellite Mission' for environment and climate monitoring," he said. India invites all G-20 countries to join the initiative," PM Modi said at the G20 Leaders' Summit.

Addition of the African Union to the G20 organization with 55 member countries

The G20 was launched in 1999. The African Union has sought to join the organization for years. India is chairing the G20 organization this year and its summit began in Delhi.

At the conference, the African Union became a new permanent member following the invitation of Prime Minister Narendra Modi, who will preside over the conference.

While inviting African Union President Azali Assavmani to sit on the G20 permanent membership seat, Prime Minister Narendra Modi said, 'In keeping with the spirit of inclusiveness, India proposed that the African Union should be given permanent membership status in the G20. I am sure everyone will agree to this proposal,” he said.

The world leaders then clapped their hands with joy and welcomed the African Union. External Affairs Minister S. Jaishankar and Prime Minister Modi inducted Azali Ashavmani as a permanent member.

The African Union became a permanent member of the G20. It is the first time the G20 has been expanded since its inception.

5 Key Features of G-20 Summit

The grand G-20 conference, which is being led by our country, covers various aspects. Of these, the main five issues are the focus of the conference.

1. The African Union has joined the G-20 as a new permanent member. Thus, developing countries are given greater participation in global decision-making.
2. Secondly, extensive rail and shipping connectivity has been announced to connect our country with the US, Saudi Arabia, Gulf and Arab countries and the European Union. The India-Middle East-Europe Corridor project is an alternative arrangement to China's Belt Road project.
3. The third important point is to call on the countries of the world to uphold international laws, including territorial integrity and sovereignty, international humanitarian law, and multilateral rules to protect peace and stability.
4. Prime Minister Modi announced the launch of the Global Biofuel Alliance to increase the use of clean fuels. By facilitating the trade of biofuels derived from a variety of sources, including plant and animal waste, the alliance is expected to accelerate global efforts to achieve zero emissions targets.
5. This means that the trust deficit that has recently increased among the world's nations will need to be tackled with greater cooperation among member states.

Partnership for Global Infrastructure and Investment (PGII) and India-Middle East-Europe Economic Corridor (IMEC)

During the G20 Summit held in New Delhi on September 9, 2023, the Prime Minister Shri. Narendra Modi and US President Mr. Joe Biden jointly presided.

The event aims to attract more investment to improve infrastructure and strengthen connectivity on various dimensions between India, the Middle East and Europe.

The leaders of the European Union, France, Germany, Italy, Mauritius, United Arab Emirates, Saudi Arabia and the World Bank participated in this event.

PGII is a development initiative aimed at bridging the infrastructure gap in developing countries and helping to accelerate progress on the Sustainable Development Goals globally.

IMEC consists of the Eastern Corridor connecting India to the Gulf region and the Northern Corridor connecting the Gulf region to Europe. This includes rail and ship-rail transport infrastructure and road transport routes.

In his speech, the Prime Minister highlighted the importance of physical, digital and financial connectivity. He said IMEC will help promote economic integration between India and Europe.

India, USA, Saudi Arabia, United Arab Emirates, European Union, Italy, France and Germany have signed MoUs related to IMEC.

The New Delhi Leaders' Declaration was adopted at the G20 Summit

G20 leaders have given 100% consensus on all 83 paragraphs of the declaration. Strong, Sustainable, Balanced and Inclusive Development, Accelerating Progress on SDGs, Green Development Agreement for a Sustainable Future, Multilateral Institutions for the 21st Century, Revitalizing Diversity.

According to India's G20 Sherpa Amitabh Kant, every country has come together to focus on green growth. What we have achieved in women-led development is a great achievement.

In the Russia-Ukraine war, the Delhi Declaration called for "all states to uphold the principles of international law, including territorial integrity and sovereignty, international humanitarian law, and the multilateral system for the preservation of peace and stability."

The use or threat of nuclear weapons is unacceptable. The European Commission urged G20 countries to adopt global targets of tripling renewable energy capacity and doubling energy efficiency by 2030 to limit global average temperature increase to 1.5°C.

India launches Global Biofuel Alliance at G20 Summit

On September 9, 2023, India announced the launch of the Global Biofuel Alliance at the G20 Summit in New Delhi. PM Modi has invited all countries to join the Global Biofuel Alliance.

India, US and Brazil will work with interested countries to form a global biofuel alliance. Prime Minister Modi emphasized the need for all countries to work together in the fuel blending sector.

India's proposal is to take a global initiative to bring the ethanol content of petrol up to 20%. Prime Minister Modi also said that India has launched a National Green Hydrogen Initiative to increase production of green hydrogen.

During India's G20 presidency, steps have been taken to build a global hydrogen ecosystem. PM Modi also proposed launching the G20 satellite initiative for environment and climate monitoring and invited all countries to join it.

He said climate and weather data obtained from India's Chandrayaan mission will be shared with all countries, especially countries of the Global South. He urged the leaders to start working on the "Green Credit Initiative".

G-20 leadership handed over to Brazil

The 2nd day of the G-20 summit, led by India, began in the morning in Delhi. At that time, Prime Minister Modi handed over the leadership of the G-20 organization to Brazilian President Lula da Silva.

Earlier, Prime Minister Modi along with G-20 leaders paid respects at the Gandhi Memorial at Delhi's Rajghat. Following this, the US President Joe Biden, British Prime Minister Rishi Sunak, Canadian Prime Minister Justin Trudeau and other leaders of various countries paid their respects by placing floral wreaths.
