INTERNATIONAL DAY OF SIGN LANGUAGES 2023 - 23RD SEPTEMBER / சர்வதேச சைகை மொழிகள் தினம் 2023 - 23 செப்டம்பர்: சர்வதேச சைகை மொழிகள் தினம் (IDSL) ஆண்டுதோறும் செப்டம்பர் 23 அன்று உலகம் முழுவதும் கொண்டாடப்படுகிறது. அனைத்து காது கேளாதோர் மற்றும் பிற சைகை மொழி பயனர்களின் மொழியியல் அடையாளத்தையும் கலாச்சார பன்முகத்தன்மையையும் ஆதரிக்கவும் பாதுகாக்கவும் இந்த நாள் ஒரு தனித்துவமான வாய்ப்பாகும். 

சைகை மொழி, காது கேளாதவர்களுக்கு உரையாட ஒரு ஊடகத்தை வழங்குகிறது. பெயர் குறிப்பிடுவது போல, காது கேளாத மக்களின் மனித உரிமைகளை உணர்ந்து கொள்வதில் சைகை மொழியின் முக்கியத்துவம் குறித்த விழிப்புணர்வை பரப்புவதை இந்த நாள் நோக்கமாகக் கொண்டுள்ளது.

INTERNATIONAL DAY OF SIGN LANGUAGES 2023 - 23RD SEPTEMBER / சர்வதேச சைகை மொழிகள் தினம் 2023 - 23 செப்டம்பர்: உலகெங்கிலும் உள்ள சுமார் 70 மில்லியன் காதுகேளாத மக்களின் மனித உரிமைகளை பிரதிநிதித்துவப்படுத்தும் காதுகேளாதவர்களின் 135 தேசிய சங்கங்களின் கூட்டமைப்பான உலக காது கேளாதோர் கூட்டமைப்பிலிருந்து (WFD) இந்த தினத்திற்கான முன்மொழிவு வந்தது.

A/RES/72/161 என்ற தீர்மானம், ஆன்டிகுவா மற்றும் பார்புடாவின் நிரந்தர தூதரகத்தால் ஐக்கிய நாடுகள் சபைக்கு நிதியுதவி செய்யப்பட்டது, 97 ஐக்கிய நாடுகளின் உறுப்பு நாடுகளால் இணை அனுசரணை வழங்கப்பட்டது மற்றும் 19 டிசம்பர் 2017 அன்று ஒருமித்த கருத்துடன் ஏற்றுக்கொள்ளப்பட்டது.

1951 ஆம் ஆண்டு WFD நிறுவப்பட்ட தேதியை செப்டம்பர் 23 ஆம் தேதி நினைவுபடுத்துகிறது. இந்த நாள் ஒரு வக்கீல் அமைப்பின் பிறப்பைக் குறிக்கிறது. 

இது அதன் முக்கிய குறிக்கோள்களில் ஒன்றாகும், சைகை மொழிகள் மற்றும் காது கேளாதோர் கலாச்சாரத்தைப் பாதுகாத்தல் ஆகியவை உணர்தலுக்குத் தேவையான முன்நிபந்தனைகளாகும். 

சர்வதேச காதுகேளாதோர் வாரத்தின் ஒரு பகுதியாக சைகை மொழிகளின் சர்வதேச தினம் முதன்முதலில் 2018 இல் கொண்டாடப்பட்டது.

காது கேளாதோர் சர்வதேச வாரம் முதன்முதலில் செப்டம்பர் 1958 இல் கொண்டாடப்பட்டது, பின்னர் காது கேளாதோர் ஒற்றுமை மற்றும் காதுகேளாதோர் தங்கள் அன்றாட வாழ்வில் எதிர்கொள்ளும் பிரச்சினைகள் குறித்த விழிப்புணர்வை ஏற்படுத்த ஒருங்கிணைந்த வாதத்தின் உலகளாவிய இயக்கமாக உருவெடுத்தது.

INTERNATIONAL DAY OF SIGN LANGUAGES 2023 - 23RD SEPTEMBER: The International Day of Sign Languages (IDSL) is celebrated annually across the world on 23 September. The day is a unique opportunity to support and protect the linguistic identity and cultural diversity of all deaf people and other sign language users. 

Sign language gives people, who are hard of hearing, a medium to converse. As the name suggests, this day aims to spread awareness regarding the importance of sign language in the realisation of the human rights of people who are deaf.

This theme focuses on the unity created through sign languages. Deaf communities, governments and civil society organisations should keep this theme in mind.

Significance

INTERNATIONAL DAY OF SIGN LANGUAGES 2023 - 23RD SEPTEMBER: Sign languages are visual languages that pass your message through the use of gestures or symbols. Each country has its own sign language, for eg- in the US, it is American sign language whereas in the UK it is British sign language. 

The International Day of Sign Language throws light on the importance of preserving this medium of communication for deaf people. The day also gives a stage for the development of sign language. It also focuses on the internationally agreed development goals and the achievements associated with them.

History

INTERNATIONAL DAY OF SIGN LANGUAGES 2023 - 23RD SEPTEMBER: The proposal for the Day came from the World Federation of the Deaf (WFD), a federation of 135 national associations of deaf people, representing approximately 70 million deaf people’s human rights worldwide.

The resolution A/RES/72/161 was sponsored by the Permanent Mission of Antigua and Barbuda to the United Nations, co-sponsored by 97 United Nations Member States and adopted by consensus on 19 December 2017.

The choice of 23 September commemorates the date that the WFD was established in 1951. This day marks the birth of an advocacy organisation, which has as one of its main goals, the preservation of sign languages and deaf culture as pre-requisites to the realisation of the human rights of deaf people.

The International Day of Sign Languages was first celebrated in 2018 as part of the International Week of the Deaf.

The International Week of the Deaf was first celebrated in September 1958 and has since evolved into a global movement of deaf unity and concerted advocacy to raise awareness of the issues deaf people face in their everyday lives.
