தமிழ்நாடு மாநில மகளிர் கொள்கை 2024 / TAMILNADU STATE WOMEN POLICY 2024: தமிழ்நாடு முதலமைச்சர் மு.க. ஸ்டாலின் இன்று (21.2.2024) தலைமைச் செயலகத்தில், தமிழ்நாட்டில் மகளிர் நலனை மேம்படுத்திடும் வகையில் சமூக நலன் மற்றும் மகளிர் உரிமைத் துறையால் தயாரிக்கப்பட்ட 'தமிழ்நாடு மாநில மகளிர் கொள்கை 2024'- வெளியிட்டார்.

சமூகத்தில் பெண்களின் வளர்ச்சியைக் கொண்டே அச்சமூகத்தின் ஒட்டுமொத்த வளர்ச்சியினை மதிப்பிட இயலும். இதன் பொருட்டு, பாலின வேறுபாட்டினை களைந்திடவும், பெண்களுக்கேற்ற பாதுகாப்பான சூழ்நிலையை ஏற்படுத்திடவும், பெண்களின் நிலையினை மேம்படுத்தும் வகையிலும், தமிழ்நாடு அரசு பல்வேறு நலத் திட்டங்களை தீட்டி, அவற்றை சீரிய முறையில் செயல்படுத்தி, தமிழ்நாட்டை முதன்மை மாநிலமாக திகழச் செய்துள்ளது.

தமிழ்நாடு முதலமைச்சரின் தொலைநோக்குப் பார்வையின் அடிப்படையில், சமூக நீதி, சமத்துவம் மற்றும் பெண்களுக்கு அதிகாரமளித்தல் போன்றவற்றின் அடிப்படையில் இம்மாநில மகளிர் கொள்கை உருவாக்கப்பட்டுள்ளது.

இக்கொள்கையானது, 10 ஆண்டுகளுக்கு அல்லது அடுத்த புதிய கொள்கை உருவாக்கப்படும் வரை நடைமுறையில் இருக்கும். மேலும், இக்கொள்கையினை ஐந்தாண்டுகளுக்கு பிறகு மறுஆய்வு செய்யவும் வழிவகை செய்யப்பட்டுள்ளது.

இந்தியாவில் மகளிர் மேம்பாட்டிற்கென தனியான ஒரு கொள்கைய வெகுசில மாநிலங்களே இதுவரை வெளியிட்டுள்ளன என்பது குறிப்பிடத்தக்கது.

தமிழ்நாடு மாநில மகளிர் கொள்கை 2024 / TAMILNADU STATE WOMEN POLICY 2024: பாலின உணர்திறன் கொண்ட கல்வி முறையை நிறுவுதல் மற்றும் பெண்குழந்தைகளின் இடை நிற்றல் விகிதத்தை குறைத்தல்.

வளரிளம் பெண்கள் மற்றும் மகளிரின் ஊட்டச்சத்து நிலையை மேம்படுத்துதல். 

ஆரோக்கியம் மற்றும் வேலைவாய்ப்புகளில் மகளிரின் பங்களிப்பை அதிகரித்தல்.

அனைத்து அமைப்பு சார்ந்த மற்றும் அமைப்பு சாராத பணிகளில் உள்ள பெண் பணியாளர்களுக்கு பாதுகாப்பான மற்றும் அவர்களுக்கு உகந்த பணியிடங்களை உறுதி செய்தல்.

பெண்கள் நிர்வகிக்கும் சிறு தொழில்கள் மற்றும் அவர்கள் மேற்கொள்ளும் புதிய தொழில் முயற்சிகளுக்கு ஆதரவளித்தல்.

பெண்கள் அதிக ஊதியம் பெறும் வேலைவாய்ப்புகளை பெறுவதற்கு டிஜிட்டல் கல்வியறிவை ஊக்குவித்து டிஜிட்டல் இடைவெளியைக் குறைத்தல்.

தொழில் துறையில், பயிற்சி மற்றும் திறன்மேம்பாட்டை வழங்குவதன் மூலம் மகளிரிடையே நிலவும் திறன் இடைவெளியைக் குறைத்தல்.

நிறுவனக் கடன் வசதிகளை அணுகுதல் மற்றும் தேவைப்படும் மகளிருக்கு வங்கி கடனுதவி அதிகம் கிடைப்பதற்கு வழிவகை செய்தல்.

மகளிரை அரசியல் களத்தில் பங்கேற்க ஊக்கப்படுத்துதல்.

செயல்படுத்துதல்

தமிழ்நாடு மாநில மகளிர் கொள்கை 2024 / TAMILNADU STATE WOMEN POLICY 2024: அரசில் உள்ள பல்வேறு துறைகள் மற்றும் பங்குதாரர்களின் பங்கேற்பின் மூலம் முன்முயற்சிகள் மற்றும் திட்டங்களை செயல்படுத்துவதன் மூலம் இந்த கொள்கையின் நோக்கத்தினை அடைய வழிவகை செய்யப்படும். இக்கொள்கையில் இணைந்துள்ள பல்வேறு துறைகள், தங்கள் திட்டங்களை கொள்கையின் நோக்கங்களுடன் இணைந்து உருவாக்க வேண்டும்.

சமூக நலன் மற்றும் மகளிர் உரிமைத் துறையானது ஒருங்கிணைக்கும் துறையாக இக்கொள்கை செயல்படுத்துதலை கண்காணிக்கும். சமூக நலத்துறை இயக்குநரக அலுவலகத்தில் 'செயல்படுத்தல் மற்றும் கண்காணிப்பு அலகு அமைக்கப்படும்.

தமிழ்நாடு மாநில மகளிர் கொள்கை 2024 / TAMILNADU STATE WOMEN POLICY 2024: தலைமைச் செயலாளரின் தலைமையில் உயர்மட்ட அளவிலான பெண்கள் உரிமைக் குழு, தொடர்புடைய பிற துறைகளுடன் இணைந்து ஆறு மாதங்களுக்கு ஒருமுறை கூடி, தமிழ்நாடு மாநில மகளிர் கொள்கையை செயல்படுத்துவது குறித்து ஆய்வு செய்து இடைக்கால திருத்தங்களை பரிந்துரைக்க வேண்டும். 

இதேபோன்று, மாவட்ட ஆட்சியர் தலைமையில், மாவட்ட அளவிலான கண்காணிப்புக் குழு, இரண்டு மாதங்களுக்கு ஒருமுறை கொள்கையின் செயலாக்கத்தை கண்காணித்து, எதிர்கொள்ளப்படும் சவால்களை சரிசெய்ய வேண்டும்.

இக்கொள்கை, சமூகம், பொருளாதாரம் மற்றும் அரசியலில் அதிகாரப் பகிர்வை பற்றி எடுத்துரைப்பதுடன், கல்வி, வேலைவாய்ப்பு, திறன் வளர்ப்பு ஆகியவற்றில் மகளிரின் நிலையை மேம்படுத்துவதுடன், மகளிர் தங்களுக்குள் புதைந்துள்ள, இதுவரை கண்டறியாத சக்திகளை வெளிக்கொணர்ந்து பெண்கள் சுயமரியாதையுடன் வாழ்ந்திடவும், அவர்களுக்கு பாதுகாப்பான, ஆரோக்கியமான, லட்சியம் நிறைந்த சூழலை உருவாக்க ஏதுவாக இருக்கும்.

TAMILNADU STATE WOMEN POLICY 2024: Tamil Nadu Chief Minister M.K. Stalin today (21.2.2024) released the 'Tamil Nadu State Women's Policy 2024' prepared by the Department of Social Welfare and Women's Rights to promote the welfare of women in Tamil Nadu at the Chief Secretariat.

The overall development of the society can be estimated by the development of women in the society. For this purpose, to eliminate gender discrimination, create a safe environment for women and improve the status of women, the Tamil Nadu government has planned various welfare programs and implemented them in a systematic manner, making Tamil Nadu a premier state.

Based on the vision of the Chief Minister of Tamil Nadu, the State Women's Policy has been formulated on the basis of social justice, equality and empowerment of women.

This policy will remain in force for 10 years or until the next new policy is formulated. Also, provision has been made to review this policy after five years.

It is noteworthy that very few states have so far issued a separate policy for women's development in India.

Objectives

TAMILNADU STATE WOMEN POLICY 2024: Establish gender sensitive education system and reduce dropout rate of girl child.

Improving the nutritional status of adolescent girls and women.

Increasing women's participation in health and employment.

Ensuring safe and conducive workplaces for women workers in all organized and non-organized occupations.

Supporting small businesses run by women and their new business ventures.

Promoting digital literacy and bridging the digital divide for women to access higher paying jobs.

Bridging the skill gap among women by providing training and skill development in the industry sector.

Access to corporate credit facilities and facilitate greater access to bank loans to women in need.

Encouraging women to participate in the political arena.

Implementation

TAMILNADU STATE WOMEN POLICY 2024: The objective of this policy will be achieved through the implementation of initiatives and programs through the participation of various departments and stakeholders in the government. 

The various departments involved in this policy should formulate their programs in line with the objectives of the policy.

The Department of Social Welfare and Women's Rights will monitor the implementation of this policy as a coordinating department. An 'Implementation and Monitoring Unit' will be set up in the Directorate of Social Welfare.

Monitoring

TAMILNADU STATE WOMEN POLICY 2024: A High Level Committee on Women's Rights headed by the Chief Secretary, along with other concerned departments, should meet once every six months to review the implementation of the Tamil Nadu State Women's Policy and recommend interim amendments. 

Similarly, a district-level monitoring committee headed by the District Collector should monitor the implementation of the policy every two months and rectify the challenges faced.

This policy will highlight the sharing of power in society, economy and politics, improve the status of women in education, employment and skill development, bring out the hidden and hitherto undiscovered powers of women and create a safe, healthy and ambitious environment for women to live with self-respect.
