MUDHALVARIN KAKKUM KARANGAL THITTAM / காக்கும் கரங்கள் திட்டம்: தாய் நாட்டிற்காக தங்களது இளம்வயது முழுவதையும் ராணுவ சேவையில் கழித்த முன்னாள் படைவீரர்களின் பாதுகாப்பை உறுதி செய்வதற்கும், அவர்களின் வாழ்வாதாரத்தை மேம்படுத்துவதற்கும், கடந்த வருடம் தமிழக அரசு அறிமுகப்படுத்திய திட்டம்தான், முதல்வரின் காக்கும் கரங்கள் திட்டம் (Mudhalvarin Kakkum Karangal Scheme).

இந்த திட்டத்தின் மூலம், முன்னாள் படைவீரர்கள் மற்றும் அவர்களை சார்ந்தோர்களுக்கு தொழில் தொடங்க அதிகபட்சமாக ரூ.1 கோடி வரை வங்கிகள் மூலம் மானியத்துடன் கூடிய தொழில் கடன் வழங்கப்படுகிறது.

மானியம் - வட்டி

MUDHALVARIN KAKKUM KARANGAL THITTAM / காக்கும் கரங்கள் திட்டம்: மேலும், ராணுவத்தில் இருந்து ஓய்வு பெற்ற முன்னாள் படைவீரர்கள் மற்றும் சார்ந்தோர்களுக்கு தொழில் தொடங்குவதற்காக குறைந்த வட்டியில் மானியத்துடன் கூடிய கடனுதவியும் அளிக்கப்படுகிறது. 

அதாவது 30 சதவீதம் அசல் மானியம், 3 சதவீதம் வட்டி மானியம் வழங்கப்படுகிறது. மேலும் இவர்களுக்குத் திறன் மற்றும் தொழில் முனைவோர் மேம்பாட்டுப் பயிற்சி போன்ற தேவையான பயிற்சிகளும் அரசால் வழங்கப்படும்.

ராணுவப் பணியின்போது உயிரிழந்த படைவீரர்களின் குடும்பத்தினரும் இத்திட்டத்தின் மூலம் பயன்பெறலாம். ஓய்வுபெற்ற ராணுவ படையினரை தொழில் முனைவோராக உருவாக்குவதன் மூலம் அவர்களின் பாதுகாப்பும் செய்வதே அரசின் நோக்கமாக உள்ளது.

காக்கும் கரங்கள் திட்டத்திற்கான தகுதிகள்

MUDHALVARIN KAKKUM KARANGAL THITTAM / காக்கும் கரங்கள் திட்டம்: இந்த திட்டத்தின்கீழ் கடன் பெற விண்ணப்பதாரர் தமிழகத்தை சேர்ந்தவராக இருக்க வேண்டும். இதற்கான குறைந்தபட்ச கல்வி தகுதி எதுவும் நிர்ணயிக்கப்படவில்லை. வருமான வரம்பும் நிர்ணயிக்கப்படவில்லை.

ஆனால், முன்னாள் படைவீரர்களின் அதிகபட்ச வயது 55 இருக்க வேண்டும்.

திருமணமாகாத மகள், மகன் மற்றும் கணவனை இழந்த மகளின் குறைந்தபட்ச வயது 25 இருக்க வேண்டும்.

முன்னாள் படை வீரர்களின் கைம்பெண்களின் குறைந்த பட்ச வயது 21, அதிகபட்ச வயது 55 ஆகும்.

முன்னாள் படைவீரர்கள், முன்னாள் படைவீரர்களின் மறுமணம் ஆகாத கைம்பெண்கள் (மனைவி), படைப்பணியின் போது இறந்த படைவீரர்களின் கைம்பெண்கள் (மனைவி), முன்னாள் படைவீரரின் திருமணம் ஆகாத மகள், விதவை மகள், முன்னாள் படைவீரரின் திருமணமாகாத மகன் ஆகியோர் இந்த திட்டத்தை பெற தகுதியுடையவர்கள் ஆவர்.

தேவைப்படும் ஆவணங்கள்

MUDHALVARIN KAKKUM KARANGAL THITTAM / காக்கும் கரங்கள் திட்டம்: காக்கும் கரங்கள் திட்டத்தின் மானியத்தை பெறவும், கடனுதவிக்கு விண்ணப்பிக்கவும், சில ஆவணங்கள் தேவையாக உள்ளன.

குறிப்பாக, முன்னாள் படைவீரர் / விதவை / சார்ந்தோர் அடையாள அட்டை பகுதி II ஆணை, படைவிலகல் சான்றிதழ், 10, 12 ம் வகுப்பு மதிப்பெண் சான்றிதழ், ஆதார் அட்டை, வாக்காளர் அடையாள அட்டை, வட்டாட்சியரிடமிருந்து பெற்ற வேலையின்மைச் சான்றிதழ், நில ஆவணங்கள், திட்ட அறிக்கை, வாடகை / குத்தகை ஒப்பந்தம் / உரிமை ஆவணம் போன்றவை தேவைப்படும்.

இத்திட்டத்தில் இணைய https://exwel.tn.gov.in என்ற வெப்சைட்டில் பதிவு செய்யலாம். முன்னாள் படைவீரர்கள் / படைவீரர்களை சார்ந்த வாரிசுகள், கைம்பெண்கள் ஆகியோர் மாவட்ட முன்னாள் படைவீரர் நல அலுவலகத்தினை அணுகலாம்.

முன்னதாக, மாவட்ட வாரியாக முன்னாள் ராணுவ வீரர்களிடம் இருந்து விண்ணப்பங்கள் பெறப்பட்டன. மொத்தம் 848 விண்ணப்பங்கள் பெறப்பட்டு, 348 விண்ணப்பங்கள் இறுதியாக தேர்வு செய்யப்பட்டன.

இவர்களுக்கு தொழில்முனைவோராகும் பயிற்சி தமிழக அரசு சார்பில் வழங்கப்பட்டது. இவர்களில் 15 பேருக்கு இன்றைய தினம் முதல்வர் ஸ்டாலின் மூலதன மானிய சான்றிதழை வழங்கினார்.

இதற்காக தலைமை செயலகத்தில் சிறப்பு ஏற்பாடுகள் செய்யப்பட்டிருந்தன. சுமார் 50 கோடி ரூபாய் மதிப்பில் மூலதன மானியம் மற்றும் வட்டி மானியத்தை முதலமைச்சர் மு.க.ஸ்டாலின் வழங்கினார்.

முதல்கட்டமாக, 50 கோடி ரூபாய் மானியம் வழங்கப்பட்டுள்ளது. தொடர்ந்து விண்ணப்பங்கள் பெறப்பட்டு தகுதியான முன்னாள் ராணுவ வீரர்களுக்கு முதல்வரின் காக்கும் கரங்கள் மூலம் சலுகைகள் கிடைக்க வழிவகை செய்யப்படும் என்றும் அறிவிக்கப்பட்டுள்ளது குறிப்பிடத்தக்கது

MUDHALVARIN KAKKUM KARANGAL THITTAM: The Mudhalvarin Kakkum Karangal Scheme is a scheme introduced by the Tamil Nadu government last year to ensure the safety of ex-servicemen who spent their entire youth in military service for the motherland and to improve their livelihood.

Through this scheme, subsidized business loans of up to Rs. 1 crore are provided by banks to ex-servicemen and their dependents to start a business.

Subsidy - Interest

MUDHALVARIN KAKKUM KARANGAL THITTAM: Furthermore, subsidized loans are also provided to ex-servicemen and their dependents who have retired from the army to start a business. 

That is, 30 percent principal subsidy and 3 percent interest subsidy are provided. In addition, the government will provide them with necessary training such as skill and entrepreneurship development training. 

The families of soldiers who died in military service can also benefit from this scheme. The government's objective is to protect retired army personnel by making them entrepreneurs.

Eligibility for the Saving Hands Scheme

MUDHALVARIN KAKKUM KARANGAL THITTAM: To get a loan under this scheme, the applicant must be a resident of Tamil Nadu. There is no minimum educational qualification prescribed for this. There is also no income limit prescribed.

However, the maximum age of ex-servicemen should be 55. The minimum age of unmarried daughters, sons and widows should be 25. The minimum age of widows of ex-servicemen is 21 and the maximum age is 55.

Ex-servicemen, unmarried widows (wives) of ex-servicemen, widows (wives) of servicemen who died during the war, unmarried daughters of ex-servicemen, widowed daughters and unmarried sons of ex-servicemen are eligible for this scheme.

Documents Required

MUDHALVARIN KAKKUM KARANGAL THITTAM: To avail the subsidy of the Saving Hands Scheme and apply for loan assistance, some documents are required.

Specifically, Ex-Servicemen/Widow/Dependent Identity Card Part II Order, Discharge Certificate, 10th and 12th Class Mark Certificate, Aadhaar Card, Voter ID Card, Unemployment Certificate from the Taluk Officer, Land Documents, Project Report, Rent/Lease Agreement/Ownership Document etc.

You can register for this scheme on the website https://exwel.tn.gov.in Ex-Servicemen/Soldiers and Widows can approach the District Ex-Servicemen Welfare Office. Earlier, applications were received from ex-servicemen district-wise. 

A total of 848 applications were received, and 348 applications were finally selected. They were provided entrepreneurship training by the Tamil Nadu Government. Chief Minister Stalin presented the Capital Grant Certificate to 15 of them today.

Special arrangements were made at the Secretariat for this. Chief Minister M.K. Stalin provided capital subsidy and interest subsidy worth about Rs. 50 crores.

In the first phase, a subsidy of Rs. 50 crores have been provided. It is noteworthy that applications will be received continuously, and arrangements will be made for eligible ex-servicemen to get benefits through the protective hands of the Chief Minister.
