• முதலமைச்சரின் விரிவான மருத்துவக் காப்பீட்டுத் திட்டம் (Chief Minister's Comprehensive Health Insurance Scheme) என்பது தமிழ்நாட்டில் குடும்ப அட்டைதாரர்களுக்குத் தமிழக அரசு வழங்கியுள்ள காப்பீட்டுத் திட்டமாகும். 
• இதில் உயிருக்கு ஆபத்தான 51 நோய்களுக்கு, ரூபாய் ஐந்து இலட்சம் வரையிலான உயர் மருத்துவ சிகிச்சைகளை, அரசு மற்றும் தனியார் மருத்துவமனைகளில் இலவசமாகப் பெற வகை செய்கிறது. 
• 2020 ஜூன் முதல் கொரோனா சிகிச்சைக்கான செலவும் இக்காப்பீட்டில் சேர்க்கப்பட்டு, தனியார் மருத்துவமனைகளுக்கான கட்டண விவரங்கள் வெளியிடப்பட்டன.

வரலாறு

• 2009 ஜூலை 23 ஆம் நாள் உயர் ரக மருத்துவ சிகிச்சைக்கான கலைஞர் காப்பீட்டுத் திட்டம் என்ற பெயரில் புதிய காப்பீட்டுத் திட்டத்தைத் தமிழக அரசு அறிமுகம் செய்தது. 
• அப்போது ஒரு கோடி ஏழை குடும்பங்களுக்குக் காப்பீட்டுத் தவணைத்(பிரிமியம்) தொகையாக ஆண்டொன்றுக்கு 517 கோடி ரூபாயை தமிழக அரசே தனியார் காப்பீட்டு நிறுவனத்திற்கு வழங்கியது. 
• 2011 ஜூலை மாதம் இத்திட்டம் மேம்படுத்தப்பட்டு முதலமைச்சரின் விரிவான மருத்துவக் காப்பீட்டுத் திட்டம் எனப் பெயர் மாற்றப்பட்டது. 
• செப்டம்பர் 11 2018 அன்று இந்திய அரசின் பிரதான் மந்திரி ஜன் ஆரோக்கிய யோஜனா திட்டத்துடன் இணைக்கப்பட்டு மத்திய மாநில அரசுகள் தவணைத் தொகையைப் பங்கிட்டுக் கொண்டனர்.

பயனாளிகள்

• அரசின் அமைப்புசாரா தொழிலாளர் நல வாரியங்களில் உறுப்பினர்களாக உள்ளோரின் குடும்பங்கள் மற்றும் குடும்ப வருமானம் ஆண்டுக்கு ரூபாய் 72,000க்கும் குறைவாக உள்ள அனைத்துக் குடும்ப அட்டைதாரர்களும் இதன் பயனைப் பெறலாம். 
• மருத்துவ காப்பீட்டுத் திட்டத்தில் பயன்பெற புகைப்படத்துடன்கூடிய அடையாள அட்டை பெற்று பதிவு செய்து கொள்ளவேண்டியது அவசியம். 
• தமிழக முதல்வரின் காப்பீடு திட்டத்தில் ரூ. 1 முதல் 2 இலட்சம் வரை சில சிகிச்சைகளுகும், மற்ற சிகிச்சைகளுக்கு 5 லட்சம் வரையிலான மருத்துவச் செலவுகளை ஓராண்டு காலத்திற்கு ஒரு குடும்பத்தினர் பயன்பெறலாம். அரசால் குறிப்பிட்ட மருத்துவமனைகள் மூலம் மருத்துவ சிகிச்சை பெறலாம்.

• Chief Minister's Comprehensive Health Insurance Scheme is an insurance scheme provided by the Government of Tamil Nadu to family card holders in Tamil Nadu.
• In this, 51 life-threatening diseases can be availed free of charge in government and private hospitals for advanced medical treatment up to Rs five lakh.
• From June 2020, the cost of corona treatment has also been included in this insurance and the fee details for private hospitals have been published.

History

• On July 23, 2009, the Government of Tamil Nadu introduced a new insurance scheme called the Artist Insurance Scheme for high quality medical treatment.
• At that time, the Tamil Nadu government provided 517 crores of rupees per year to the private insurance company as an insurance installment (premium) amount for one crore poor families. 
• In July 2011, the scheme was upgraded and renamed as Chief Minister's Comprehensive Health Insurance Scheme. 
• On September 11, 2018, Central and State Governments shared the installments in connection with the Pradhan Mantri Jan Arogya Yojana scheme of the Government of India.

Beneficiaries

• Families of members of Government Non-Organized Labor Welfare Boards and all family cardholders whose family income is less than Rs 72,000 per annum can avail this benefit. 
• It is necessary to get a photo ID and get registered to avail the medical insurance scheme. Tamil Nadu Chief Minister's Insurance Scheme Rs. 1 to 2 lakhs for certain treatments and up to 5 lakhs for other treatments, a family can avail medical expenses for a period of one year. 
• Medical treatment can be obtained through government designated hospitals.
