• டாக்டர் முத்துலட்சுமி ரெட்டி நினைவு மகப்பேறு நிதியுதவி திட்டம் என்பது தமிழ்நாடு அரசின் சார்பில், நகர்ப்புறம் மற்றும் கிராமப்புறங்களில் வசிக்கும் ஏழை கர்ப்பிணிப் பெண்களுக்கு பேறுகாலத்தின்போது ஏற்படும் வருவாய் இழப்பினை ஈடு செய்யவும், அவர்கள் சத்தான உணவுகளை உண்ண வழிவகை செய்யவும், பேறுகாலத்துக்கு முன் இரு மாதங்கள் மற்றும் பின் இரு மாதங்களுக்கு என மொத்தம் 4 மாதங்களுக்கு தலா ரூ.50 வீதம் மொத்தம் ரூ.200 வழங்க, மறைந்த முன்னாள் முதலமைச்சர் கலைஞர் கருணாநிதி அவர்களால், கடந்த 02-05-1989 அன்று சட்டமன்றத்தில் 110 விதியின் கீழ் அறிவிக்கப்பட்ட திட்டம். 
• அதன்படி கடந்த 13-04-1989 அன்று, தமிழ்நாடு அரசின் பிற்பட்டோர் நலம், சத்துணவுத் திட்டம் மற்றும் சமூக நலத்துறையின் சார்பில் அரசாணை பிறப்பிக்கப்பட்டு (அரசாணை (நிலை) எண்: 369) பயனாளிகளுக்கு நிதியுதவி வழங்கப்பட்டு வருகிறது.
• பிறகு, 1998 ஆம் ஆண்டு திமுக ஆட்சியின்போது, இந்த நிதியுதவி 500 ரூபாயாக உயர்த்தி வழங்கப்பட்டது. பின்னர், 2006-2007 நிதியாண்டு முதல் டாக்டர் முத்துலட்சுமி ரெட்டி நினைவு மகப்பேறு நிதியுதவி திட்டத்தின் கீழ் வழங்கப்படும் தொகை 5 ஆயிரம் ரூபாயாக உயர்த்தப்பட்டது. 
• தொடர்ந்து, மறைந்த முன்னாள் முதல்வர் ஜெ.ஜெயலலிதா அவர்கள் தலைமையிலான அதிமுக ஆட்சியில் இந்தத் தொகை 12,000 ரூபாய் ஆக உயர்த்தப்பட்டது. தற்போது, 01.04.2018 முதல் 18,000 ரூபாயாக மீண்டும் உயர்த்தப்பட்டு வழங்கப்படுகிறது.

நிதியுதவி

• இத்திட்டத்தின் கீழ் ஏழைக் கர்ப்பிணிப் பெண்ணுக்கு வழங்கப்படும் உதவி தொகை ருபாய் 6 ஆயிரத்திலிருந்து , ரூபாய் 12 ஆயிரமாக உயர்த்தி வழங்கப்படுகிறது. 
• இந்த உதவித் தொகையில், முதல் தவணையாக ரூபாய் 4000/- கருவுற்ற ஏழாவது மாதத்திலும், இரண்டாவது தவணையாக ரூபாய் 3000/- குழந்தை பிறந்த பின்பும் , பிரசவத்துக்குப் பின்னர் முத்தடுப்பு ஊசி செலுத்தியதும் 3-வது தவணையாக ரூ. 4 ஆயிரமும் உதவித் தொகை வழங்கப்படுகிறது.

நிபந்தனைகள்

• இத்திட்டத்தின் கீழ் பயன்பெற, பயனாளி வறுமைக் கோட்டிற்குகீழ், அதற்கான தகுதியுடையவராக இருக்க வேண்டும்.
• அரசு மருத்துவ நிலையங்களில் மட்டுமே பிரசவம் நடைபெற்றிருக்க வேண்டும்.
• பயனாளி 19 வயது நிரம்பியவராக இருக்க வேண்டும்.
• இந்த நிதிஉதவி இரண்டு பிரசவங்களுக்கு மட்டும் வழங்கப்படும்

தகுதிகள்

• வறுமைக் கோட்டிற்கு கீழ் உள்ளவர்கள் பட்டியலில் உள்ளவர்கள்.
• தமிழ்நாடு விவசாயத் தொழிலாளர்கள் - விவசாயிகள் (சமூகப் பாதுகாப்பு மற்றும் நலம்) திட்ட உறுப்பினர் அட்டை வைத்திருப்பவர்கள்.
• குடிசை வீடு, சிறிய ஓட்டு வீடு மற்றும் சிறிய வாடகை வீட்டில் வறிய நிலையில் வசிப்பவர்கள்.
• தொகுப்பு வீடுகள், சுனாமி அழிவினால் கட்டித்தரப்பட்ட வீடுகள் மற்றும் அரசு இலவசமாக வழங்கப்பட்ட வீடுகளில் வசிப்பவர்கள்.
• விவசாயக் கூலி வேலை, சலவைத் தொழில், ஆட்டோ முதலான வாகனங்களை தினக்கூலிக்கு ஓட்டுபவர்கள்.
• கல்குவாரி, சுண்ணாம்பு காளவாய், செங்கல் சூளை போன்றவற்றில் தினக்கூலிக்கு வேலை செய்பவர்கள்.
• சொந்த வீடு இருந்தும் கூலி வேலை செய்பவர்கள்.
• நிலமற்ற ஏழைகள்.
• குடும்பத் தலைவர் பருவ காலத்திற்கு ஏற்றவாறு வெளியூர் சென்று கூலி வேலை செய்து குடும்பத்தைக் காப்பாற்றுபவர்கள்
• பெண்கள் குடும்பத்தலைமைப் பொறுப்பேற்ற குடும்பங்கள்.
• வேலைக்குச் செல்ல இயலாதவர்கள்.

ENGLISH

• Dr. Muthulakshmi Reddy Memorial Maternity Fund Scheme is a grant of Rs.50 per month to poor pregnant women living in urban and rural areas to compensate for the loss of income during pregnancy and to provide them with nutritious food for two months before and two months after delivery. 
• Scheme announced under Rule 110 in the Legislative Assembly on 02-05-1989 by the late former Chief Minister, Artist Karunanidhi, to provide a total of Rs.200. Accordingly, on 13-04-1989, Government of Tamil Nadu issued an Ordinance (Ordinance (Status) No: 369) on behalf of the Welfare, Nutrition and Social Welfare Department of the Government of Tamil Nadu and financial assistance is being provided to the beneficiaries.
• Later, in 1998, during the DMK regime, this financial assistance was increased to Rs.500. Later, from the financial year 2006-2007, the amount provided under the Dr. Muthulakshmi Reddy Memorial Maternity Fund Scheme was increased to Rs.5 thousand. Subsequently, this amount was increased to Rs 12,000 during the AIADMK regime led by late former Chief Minister J. Jayalalithaa. Now, it has been increased again to Rs.18,000 with effect from 01.04.2018.

Financing

• Under this scheme, the amount of assistance given to a poor pregnant woman has been increased from Rs.6 thousand to Rs.12 thousand. 
• Out of this assistance, the first installment is Rs.4000/- in the seventh month of pregnancy, the second installment is Rs.3000/- after the birth of the child and the third installment is Rs. 4,000 as a subsidy.

Conditions

• Delivery should have taken place only in government hospitals.
• Beneficiary must be 19 years of age.
• This financial assistance will be provided for two deliveries only

Qualifications

• Those who are below poverty line are on the list.
• Tamil Nadu Agricultural Workers - Farmers (Social Security and Welfare) Scheme Membership Card Holders.
• Poor people living in slums, small caravans and small rented houses.
• Residents of prefabricated houses, tsunami-damaged houses and government-provided free houses.
• Daily wage workers in agriculture, laundry, auto drivers etc.
• Day laborers in quarries, lime pits, brick kilns etc.
• Those who have their own house and are wage laborers.
• Landless poor.
• The head of the family is the one who goes out of town according to the season and works as a wage earner to support the family
• Female headed households.
• Those unable to go to work.
