• நீட்ஸ் திட்டம், தமிழக அரசின் தொழில் மற்றும் வணிக இயக்குநரகத்தால், இளம்/புதிதாக படித்த தொழில்முனைவோருக்கு மானியத்துடன் கூடிய வாய்ப்புகளை வழங்குவதோடு, புதிய முயற்சியைத் தொடங்குவதற்கான ஆதரவையும் வழங்குகிறது.
• நீட்ஸ் திட்டம் முக்கியமாக அங்கீகரிக்கப்பட்ட நிறுவனங்களில் ஏதேனும் பட்டம், டிப்ளமோ, ஐடிஐ/தொழில் பயிற்சி பெற்ற படித்த இளைஞர்களை குறிவைக்கிறது. 
• தமிழ்நாட்டில் வணிகக் கடன்களுக்கான சிறந்த இடமான TIIC, வணிகத்திற்கான கடன்களைப் பெறும் வாடிக்கையாளர்களுக்கு அரசாங்க மானியங்களுக்கான நோடல் ஏஜென்சியாகவும் செயல்படுகிறது.

குறிக்கோள்

• படித்த இளைஞர்கள் முதல் தலைமுறை தொழில்முனைவோராக மாற உதவுதல்.

தகுதி

• உற்பத்தி மற்றும் சேவைத் துறைகளில் புதிய குறு மற்றும் சிறு நிறுவனங்கள்
• அங்கீகரிக்கப்பட்ட நிறுவனத்தில் ஏதேனும் பட்டம், டிப்ளமோ, ஐடிஐ/தொழில் பயிற்சி பெற்ற படித்த இளைஞர்கள் மற்றும் பொதுப் பிரிவின் கீழ் 21-35 வயது மற்றும் சிறப்பு பிரிவின் கீழ் 21-45 வயது (பெண்கள்/எஸ்சி/எஸ்டி/பிசி/எம்பிசி/சிறுபான்மையினர்/ முன்னாள் படைவீரர்/திருநங்கை/மாற்றுத் திறனாளிகள்)
• விண்ணப்பதாரர் 3 ஆண்டுகளுக்கு குறையாமல் தமிழ்நாட்டில் வசிப்பவராக இருக்க வேண்டும்

கூட்டாண்மை நிறுவனங்கள்

• அனைத்து பங்குதாரர்களாலும் தகுதி அளவுகோல்களை பூர்த்தி செய்வதற்கு உட்பட்டு, திட்டத்தின் கீழ் உதவிக்காக கூட்டாண்மை கவலைகள் பரிசீலிக்கப்படலாம். 
• இருப்பினும், இதுபோன்ற சந்தர்ப்பங்களில் மற்ற கூட்டாளர்களால் அங்கீகரிக்கப்பட்ட கூட்டாளர்களில் ஒருவருக்கு மட்டுமே EDP பயிற்சி வழங்கப்படும்
• PMRY/PMEGP/REGP/UYEGP/TAHDCO, SHG அல்லது இந்திய அரசு அல்லது மாநில அரசின் பிற திட்டங்களின் கீழ் உதவி பெற்ற தொழில்முனைவோர் உதவிக்கு தகுதி பெற மாட்டார்கள்.

நன்மைகள்

• குறைந்தபட்ச திட்டச் செலவு ரூ. 10 லட்சம்.
• அதிகபட்ச திட்டச் செலவு ரூ. 500 லட்சம்.
• ரூ. 1.20 கோடிக்கு மேல் செலவாகும் திட்டங்களுக்கு, மானியக் கூறு ரூ. 30 லட்சம்.
• வழிகாட்டி மதிப்பு அல்லது சந்தை மதிப்பில் எது குறைவாக இருந்தாலும் நிலத்தின் விலை திட்ட மதிப்பில் சேர்க்கப்படலாம்.
• அலுவலகம், வேலைக் கொட்டகை, ஆய்வகம் போன்ற கட்டிடங்களின் கட்டுமானச் செலவு திட்டச் செலவில் 25%க்கு மிகாமல் இருக்க வேண்டும் என்ற நிபந்தனைக்கு உட்பட்டு திட்டச் செலவில் சேர்க்கலாம். சேவை நிறுவனங்களைப் பொறுத்தவரை, மூலதனச் செலவில் முதலீடு மொத்த திட்டச் செலவில் 25% க்கும் குறைவாக இருக்கக்கூடாது.
• ஆலை மற்றும் இயந்திரங்களைப் பொறுத்தவரை, தொழில்முனைவோரால் நேரடியாக இறக்குமதி செய்யப்படும் புதிய இயந்திரங்கள் மற்றும் பயன்படுத்தப்படும் இயந்திரங்கள் மட்டுமே தகுதியுடையவை.
• குத்தகை/வாடகை கட்டிடத்தின் விலை திட்ட மதிப்பில் சேர்க்கப்படாது.

ENGLISH

• The NEEDS Scheme is promoted by the Directorate of Industries and Commerce, Government of Tamil Nadu for providing opportunities for young/new educated entrepreneur with subsidy and support for starting a new venture.
• The NEEDS Scheme mainly target educated youth with any degree, diploma, ITI/vocational training from recognized institutions. 
• TIIC, the ideal destination for business loans in Tami Nadu, also acts as the nodal agency for Government subsidies for customers availing loan for business.

Objective

• Assisting educated youth to become first generation entrepreneurs.

Eligibility

• New Micro and Small enterprises in manufacturing and service sectors 
• Educated youth with any degree, diploma, ITI/vocational training from a recognized institution and in the age group of 21-35 years under General category and 21-45 years under special category (women/SC/ST/BC/MBC/minorities/ex-serviceman/transgender/differently abled persons)
• The applicant should be a resident of Tamil Nadu state for not less than 3 years

Partnership firms

• Subject to satisfying the eligibility criteria by all the partners, partnership concerns may be considered for assistance under the scheme. 
• However, EDP training will be provided to only one of the partners authorized by other partners in such cases
• Entrepreneur who availed assistance under PMRY/PMEGP/REGP/UYEGP/TAHDCO, SHG or any other scheme of Government of India or state Government will not be eligible for assistance.

Benefits

• Minimum project cost is Rs. 10 lakhs.
• Maximum project cost is Rs. 500 lakhs.
• For projects costing more than Rs. 1.20 crore, subsidy component will be restricted to Rs. 30 lakh.
• Cost of land may be included in the project cost at guideline value or market value whichever is lower.
• Cost of construction of building such as office, work shed, laboratory etc. can be included in project cost subject to the condition that the cost of building shall not exceed 25% of project cost. In respect of service enterprises, investment in capital expenditure should not be less than 25% of the total project cost.
• In respect of plant and machinery, only new machinery and second hand machinery directly imported by the entrepreneur would be eligible.
• The cost of leased/rental building shall not be included in the project cost.
