புதுமை பெண் திட்டம் / PHUDHUMAI PEN SCHEME

TAMIL

• ஒரு ஆணின் சிறந்த கல்வி அவனுக்கு மட்டுமே பெருமை, ஆனால் ஒரு பெண்ணின் கல்வி குடும்பத்திற்கு பெருமை சேர்க்கிறது. அதுமட்டுமல்லாமல், ஒரு சமூகம் முன்னேற, பெண் கல்வி மிகவும் முக்கியமானது.
• ரு பெண் ஆணுக்கு சமமாக இருக்க வேண்டும் என்றால் அவள் கல்வி கற்க வேண்டும். எனவே, தமிழக அரசு 05.09.2022 அன்று தமிழகம் முழுவதும் “புதுமைப் பெண்” என்ற மூவலூர் ராமாமிர்தம் அம்மையார் நினைவு உயர்கல்வி உறுதித் திட்டத்தைத் தொடங்கியுள்ளது.
• இத்திட்டம் ஆண்டுதோறும் 6 லட்சம் பெண்களுக்கு உதவுவதை நோக்கமாகக் கொண்டுள்ளது மற்றும் 698 கோடி ரூபாய் பட்ஜெட் ஒதுக்கப்பட்டுள்ளது.

தேவை

• கடந்த ஆண்டு, மத்திய கல்வி அமைச்சகத்தின் "செயல்திறன் தரக் குறியீடு 2019-2020" அறிக்கையின்படி, கற்றல் முடிவுகள் மற்றும் தரம் அடிப்படையில் தென் மாநிலங்களில் தமிழ்நாடு கடைசி இடத்தில் இருந்தது. 
• மேலும், ASER 2018 அறிக்கையின்படி, தமிழ்நாட்டில் 8 ஆம் வகுப்பு மாணவர்களில் நான்கில் ஒருவர் 2 ஆம் வகுப்பு நிலை நூல்களைப் படிக்க முடியாது, அதே வகுப்பில் 50% பேர் மட்டுமே பிரிவைச் செய்ய முடியும். 
• எனவே தமிழ்நாட்டின் கல்வித் தரத்தை மேம்படுத்த "புதுமைப் பெண்" போன்ற திட்டங்கள் தேவை.

நோக்கம்

• அரசுப் பள்ளிகளில் படித்து முடித்த மாணவிகளின் உயர்கல்வி சேர்க்கை விகிதத்தை அதிகரிக்க நிதியுதவி அளிக்கும் நோக்கத்தில் இந்தத் திட்டம் தொடங்கப்பட்டது.

திட்டத்தின் நன்மைகள்

• இத்திட்டம், பெண் மாணவர்களின் பெற்றோருக்கு சிறுவயதிலேயே திருமணம் செய்து வைப்பதை விட, அவர்களின் மகளின் உயர்கல்வியை ஊக்குவிக்க ஊக்குவிக்கிறது.
• இத்திட்டத்தின் கீழ் தமிழகம் முழுவதும் உயர்கல்வி பயில சேரும் 25% மாணவிகளுக்கு ரூ.1000 உதவித்தொகை வழங்கப்படும்.
• உதவித்தொகை மாணவர்களின் வங்கிக் கணக்கில் நேரடியாக வரவு வைக்கப்படுகிறது. மாணவர்களுக்கு டெபிட் கார்டுகளும் வழங்கப்பட்டு வருகின்றன.
• 2022 ஆம் ஆண்டில், இந்தத் திட்டத்தின் கீழ் சுமார் 3 லட்சம் மாணவிகள் விண்ணப்பித்துள்ளதாகத் தெரிவிக்கப்பட்டுள்ளது. 
• 7.5 சதவீத இடஒதுக்கீட்டின் கீழ் 2022ஆம் ஆண்டு பொறியியல் படிப்பில் சேரும் 9,981 அரசுப் பள்ளி மாணவிகளுக்கு உயர்கல்வி உதவியாக மாதம் ரூ.1000 வழங்கப்படும் என எதிர்பார்க்கப்படுகிறது.

தகுதி வரம்பு

• விண்ணப்பதாரர் தமிழ்நாடு மாநிலத்தில் வசிக்கும் இந்திய குடிமகனாக இருக்க வேண்டும்.
• விண்ணப்பதாரர் ஒரு மாணவராக இருக்க வேண்டும். அதுவும் 6 முதல் 12ம் வகுப்பு வரை அரசு பள்ளியில் படித்திருக்க வேண்டும்.
• இந்தத் திட்டத்தின் பலன்களைப் பெற விண்ணப்பதாரர் பெண்ணாக இருக்க வேண்டும்.
• தொலைதூரக் கல்வி மற்றும் திறந்தநிலைப் பல்கலைக்கழக மாணவர்களுக்கு இந்தத் திட்டம் பொருந்தாது.

ENGLISH

• A man's great education is a glory to him alone, but a woman's education brings glory to the family. Apart from that, for a society to progress, female education is very important. For a woman to be equal to men she must be educated. 
• Therefore, the government of Tamil Nadu has launched the Muvalur Ramamirtham Ammaiyar Memorial Higher Education assurance scheme called "Pudhumai Pen" on 05.09.2022 across Tamil Nadu.
• The scheme aims to help 6 lakh women annually and has a budget allocation of Rs 698 crore.

Need

• Last year, according to the "Performance Quality Index 2019-2020" report by the Union Education Ministry, Tamil Nadu ranked last among the southern states in terms of learning outcomes and quality. 
• Also, according to the ASER 2018 report, one in four 8th class students in Tamil Nadu could not read 2nd class level texts and only 50% of the same class could do division. So programs like "Pudhumai Pen" are needed to improve the education quality in Tamil Nadu.

Aim

• The scheme was launched with the aim of increasing the higher education enrolment rate of female students completed schooling in government schools by providing financial assistance.

Scheme Benefits

• The scheme encourages parents of female students to promote their daughter's higher education rather than marrying them off at an early age.
• Under the scheme Rs.1000 scholarship will be given to 25% of the female students enrolled for higher education across Tamil Nadu.
• The scholarship is directly credited to the student's bank accounts. Students are being issued debit cards too.
• For 2022, it is reported that around 3 lakh girl students have applied under this scheme. It is envisaged that 9,981 government school girl students who enroll in engineering courses for the year 2022 under the 7.5 percent reservation will be given higher education assistance of Rs.1000 per month.

Eligibility Criteria

• Applicant must be a citizen of India residing in the state of Tamil Nadu.
• Applicant must be a student. That too should have studied in a government school from 6th to 12th standard.
• Applicant must be a female to avail benefits from this scheme.
• This scheme is not applicable for distance education and open university students.
