• தமிழக அரசின் சேவைகளை பயனாளிகளுக்கு விரைவாக, எளிதாக வழங்கும் நோக்கில், பொதுமக்களுக்கு பிரத்யேக அடையாள எண்ணுடன் கூடிய 'மக்கள் ஐ.டி.' வழங்குவதற்கு தமிழக அரசு ஒப்பந்தம் கோரியுள்ளது. 
• தேசிய அளவிலான ஆதார் அட்டை போல, தமிழகத்தில் வசிக்கும் மக்களை வயது, பாலினம், சமூக அடிப்படையில் கணக்கிட்டு 10 முதல் 12 இலக்கத்திலான 'மக்கள் ஐ.டி.' எண் வழங்கப்பட உள்ளது.
• நாடு முழுவதும் பொதுமக்களுக்கு பல்வேறு சேவைகள் வழங்கும் வகையிலும், சேவைகளை ஒருங்கிணைத்து ஒரே வழியில் வழங்கும் நோக்கிலும், தேசிய அளவில் பிரத்யேக தனி அடையாள எண்ணுடன் ஆதார் அட்டை வழங்கப்பட்டு தற்போது நடைமுறையில் உள்ளது.
• இதற்கிடையில், கடந்த 2013-ம் ஆண்டு அதிமுக ஆட்சிக் காலத்தில், ஆளுநர் உரையிலும், அதைத் தொடர்ந்து பட்ஜெட்டிலும் 'மக்கள் ஐ.டி.' குறித்த அறிவிப்பு வெளியானது.

• இதற்காக 'மக்கள்' என்ற பெயரில் ஒரு செயலி உருவாக்கப்பட்டு அனைத்து மக்களின் ஆதார் விவரங்களையும் ஒருங்கிணைக்க முடிவெடுக்கப்பட்டது. இதன்மூலம், மாநில அளவில் குடும்பங்களின் தரவுகள் டிஜிட்டல் மயமாக்கப்பட்டு, பாதுகாக்கப்படும் என்றும் தெரிவிக்கப்பட்டது.
• இத்திட்டத்தின்கீழ், பொது விநியோக திட்டம், முதியோர் ஓய்வூதியம், ஊரக வளர்ச்சித் துறையின் கீழ் வரும் 100 நாள் வேலை, முதல்வரின் பசுமை வீடு, சுகாதாரத் துறையின் மருத்துவக் காப்பீடு, தொழிலாளர் நலத் துறையின் நலவாரிய உதவித் தொகைகள், ஆதிதிராவிடர், பழங்குடியினர், பிற்படுத்தப்பட்ட, மிகவும்பிற்படுத்தப்பட்ட மாணவர்களுக்கான உதவித் தொகை மற்றும் சமூகநலத்துறை, வருவாய், பதிவுத் துறை, பள்ளிக்கல்வித் துறை, கருவூலம் மற்றும் கணக்கு துறை ஆகிய துறைகளின் திட்டங்கள் ஒருங்கிணைக்கப்படும் என்றும் தெரிவிக்கப்பட்டது.
• இதற்கான பணிகள் தமிழ்நாடு மின்ஆளுமை முகமையிடம் ஒப்படைக்கப்பட்டு, அடிப்படை பணிகள் நடந்து வந்தன. இதற்கான அங்கீகாரம் பெற்ற பயனர் முகமையாக தமிழ்நாடு மின் ஆளுமை முகமை, ஆதார் அமைப்பிடம் பதிவு செய்தது.

• அதற்கேற்ப, சான்றிதழ்கள், ஆவணங்கள் ஆகியவற்றை வழங்க பயன்படுத்தப்படும் மென்பொருளை தகுந்த முறையில் மாற்றியமைக்க தமிழ்நாடு மின்ஆளுமை முகமை முடிவு செய்துள்ளது.

குடிமகன் பெட்டகம்

• தமிழகத்தில் உள்ள 7 கோடி மக்களுக்கும் தனித்துவமான எண் வழங்குவதற்காக 'குடிமகன் பெட்டகம்' என்ற வசதி ஏற்படுத்தப்பட்டுள்ளது.
• சம்பந்தப்பட்ட நபருக்குரிய அனைத்து ஆவணங்களும் தனித்துவ மக்கள் எண் வாயிலாக மின்னணு முறையில் இந்த பெட்டகத்தை சென்றடையும். அனைவரும் அதில் இருந்து தங்களது சான்றிதழ்கள், ஆவணங்களை பெறலாம்.

மக்கள் ஐ.டி

• அதேபோல, குடிமக்கள் எண்ணை பெற தமிழ்நாடு மின் ஆளுமை முகமையில் வசதி செய்யப்பட்டுள்ளது. இதற்கான இணையதளத்தில் நமது அடிப்படை விவரங்களை பதிவு செய்து, கைபேசிக்கு வரும் ஒருமுறை கடவுச் சொல்லை (ஓடிபி) பயன்படுத்தி மக்கள்எண் எனப்படும் 'மக்கள் ஐ.டி.'யை பெறலாம்' என்று அதில் தெரிவிக்கப்பட்டிருந்தது.
• இந்நிலையில், 'மக்கள் ஐ.டி.'யை பெறுவதற்கான அடிப்படை மென்பொருள் தயாரிப்புக்கான ஒப்பந்தப் பணியை தமிழ்நாடு மின் ஆளுமை முகமை தற்போது தொடங்கியுள்ளது.
• நிறுவனங்களுக்கு அழைப்பு: மின் ஆளுமை முகமை மூலம் உருவாக்கப்படும் மாநில குடும்ப தரவுதளம் மூலம், தமிழகத்தில் வசிப்பவர்களுக்கு 10 முதல் 12 இலக்கத்திலான 'மக்கள் ஐ.டி.' அளிக்கப்படும். தமிழகத்தில் வசிக்கும் மக்களை வயது, பாலினம், சமூக அடிப்படையில் கணக்கிட்டு இந்த எண் வழங்கப்பட உள்ளது.

Citizen Vault

• A facility called 'Citizen Vault' has been set up to provide a unique number to 7 crore people in Tamil Nadu.
• All documents pertaining to the concerned person will reach this vault electronically through a unique population number. Everyone can get their certificates and documents from it.

Makkal IT

• Similarly, Tamil Nadu e-Governance Agency has provided facility to get citizen number. It said that by registering our basic details on the website and using the One Time Password (OTP) sent to the mobile phone, we can get a 'Maklak ID' called MakkalN.
• In this case, the Tamil Nadu e-Governance Agency has now started the contract work for basic software development to get 'People ID'.
• Call to Companies: 10 to 12 digit 'People ID' for residents of Tamil Nadu through state family database to be developed by e-Governance Agency will be provided. This number is calculated based on age, gender and social status of people living in Tamil Nadu.
• A contract was sought to implement this project in 2019 itself. However, the contract was not finalized and was cancelled. In this case, Tamil Nadu Electricity Governance Agency has again requested the contract.
• Companies having the skills and experience to collect data and manage the site can apply, the notification said.
• As far as the Government of Tamil Nadu is concerned, through the Integrated Financial and Human Resource Management Scheme known as IFHRMS, the amounts are being released to the beneficiaries through online channels in their bank accounts. This is being done through Treasury and Accounts Department.
