• புதிய தேசியக் கல்விக் கொள்கையில், வெளிநாடுகளில் உள்ள பல்கலைகள் மற்றும் உயர் கல்வி நிறுவனங்கள், இந்தியாவில் தங்கள் வளாகங்களை அமைக்க அனுமதிக்கப்படும் என தெரிவிக்கப்பட்டுள்ளது.
• இதன்படி இந்த வளாகங்கள் அமைப்பதற்கான வரைவு விதிகளை, யு.ஜி.சி., எனப்படும் பல்கலை மானியக் குழு வெளியிட்டுள்ளது. 
• வெளிநாடுகளைச் சேர்ந்த பல்கலைகள், தங்கள் வளாகத்தை இந்தியாவில் அமைக்க அனுமதிக்கப்படுகிறது. இதற்கான வரைவு விதிகள் வெளியிடப்பட்டுள்ளன. 
• அனைத்து தரப்பினருடன் ஆலோசனை நடத்தி, கருத்துகள் பெறப்பட்டு அதனடிப்படையில் இறுதி விதிமுறைகள் உருவாக்கப்படும்.
• வெளிநாட்டு பல்கலைகள் இந்தியாவில் தங்கள் வளாகத்தை அமைக்க முதல்கட்டமாக, 10 ஆண்டுக்கு அனுமதி தரப்படும். ஒன்பதாவது ஆண்டு இறுதியில் அதை புதுப்பிக்க விண்ணப்பிக்க வேண்டும்.
• உரிய ஆய்வுகள் செய்யப்பட்டு, அனுமதியை புதுப்பிப்பது குறித்து முடிவெடுக்கப்படும்.இந்த கல்வி நிறுவனங்கள் எந்தெந்த பாடங்களை கற்பிப்பது, மாணவர்களை தேர்வு செய்யும் முறை, கல்வி கட்டணம் நிர்ணயம் ஆகியவற்றை தாங்களே முடிவு செய்யலாம்.

• கல்வி கட்டணமும் ஏற்கக் கூடிய அளவில் இருக்க வேண்டும். தங்களுக்கு தேவையான ஆசிரியர்கள், ஊழியர்களை அந்தப் பல்கலைகள் தேர்வு செய்து கொள்ளலாம். 
• வெளிநாடுகளைச் சேர்ந்தவர்களாக இருந்தால், அவர்கள் இந்தியாவில் தங்கியிருக்க வேண்டும். இந்தப் பல்கலைகள் நேரடி வகுப்புகளை மட்டுமே நடத்த வேண்டும். அதுவும் முழு நேரமாக இருக்க வேண்டும்.
• 'ஆன்லைன்' வாயிலாகவோ, தபால் வாயிலாகவோ பாடங்களை நடத்தக் கூடாது. இங்கு வளாகங்களை அமைக்க விரும்பும் வெளிநாட்டு பல்கலைகள் விண்ணப்பிக்கலாம். அவற்றை, யு.ஜி.சி.,யின் நிபுணர் குழு ஆய்வு செய்து அதன்பிறகே ஒப்புதல் அளிக்கப்படும்.
• இந்தப் பல்கலைகள் அன்னிய செலாவணி நிர்வாக சட்டத்துக்கு உட்பட்டே, நிதி தொடர்பான நடவடிக்கைகள் மேற்கொள்ள வேண்டும். அனைத்து நடவடிக்கைகளும் வெளிப்படையாகவும், நியாயமானதாகவும் இருக்க வேண்டும். பல்கலைகளின் செயல்பாடுகள் தொடர்ந்து கண்காணிக்கப்படும்.
• வெளிநாட்டு பல்கலைகள் இங்கு அமைவதால், மாணவர்களுக்கு குறைந்த செலவில் வெளிநாட்டு பல்கலையின் பட்டங்கள் கிடைக்கும். மேலும் வெளிநாட்டு மாணவர்களும் இங்கு படிக்க அதிகளவில் வருவர்.

• According to the new National Education Policy, foreign universities and higher education institutions will be allowed to set up their campuses in India.
• According to this, the University Grants Commission, known as UGC, has released the draft rules for setting up these campuses.
• Foreign universities are allowed to set up their campuses in India. Draft rules for this have been published.
• After consultation with all the parties, opinions will be obtained and based on that final regulations will be formulated. Foreign universities will be given permission for 10 years as the first phase to set up their campus in India. Apply for renewal at the end of ninth year.
• Due studies will be done and a decision will be taken regarding the renewal of permission. These educational institutions can decide for themselves which subjects to teach, how to select students, and to fix tuition fees.
• At the same time, there should not be any curriculum that is against the interest of our country, or in a way that could jeopardize the security, or cause controversy.
• Tuition fees should also be affordable. Those universities can choose the teachers and staff they need.
• If they are foreign nationals, they should stay in India. These universities should conduct live classes only. It should also be full time.
• Courses should not be conducted through 'online' or through post. Foreign universities who want to set up campuses here can apply. They will be scrutinized by the expert committee of UGC and approved thereafter.
• These universities have to carry out financial related activities under the Foreign Exchange Management Act. All proceedings must be transparent and fair. The activities of the universities will be continuously monitored.
• As foreign universities are located here, students can get degrees from foreign universities at a low cost. Foreign students also come here to study more and more.
