- இந்தியாவிலேயே, தகவல் தொழில்நுட்பத் துறையில் தனி முத்திரை பதித்தது கலைஞர் தலைமையிலான தி.மு.க அரசுதான். 1998-ம் ஆண்டு, அக்டோபர் 5-ம் நாள், தகவல் தொழிற்நுட்பத்துக்கென்றே சென்னை தலைமைச் செயலகத்தில் தனியே ஒரு துறை தி.மு.க ஆட்சிக் காலத்தில் உருவாக்கப்பட்டு, ஐ.ஏ.எஸ் அதிகாரி தலைமையில் செயல்படத் தொடங்கியது.
- இந்தியாவிலேயே முதல் முறையாக தகவல் தொழிற்நுட்பத்துக்கென்று தனிக் கொள்கை (I.T.Policy) ஒன்றும் தி.மு.க ஆட்சியில் உருவாக்கப்பட்டது.
- இக்கொள்கை, தகவல் தொழிற்நுட்பத் தொழில் முனைவோர்களிடையே மிகுந்த வரவேற்பைப் பெற்றது. இந்தியாவிலேயே, தகவல் தொழிற்நுட்ப வளர்ச்சிக்கென, தனிக் கொள்கை உருவாக்கி அறிவித்த முதல் மாநிலமும் தமிழ்நாடுதான்.
- இந்தியாவிலேயே தமிழ்நாட்டில்தான் அதிக எண்ணிக்கையிலான மென்பொருள் பொறியியல் வல்லுநர்கள் வேலை செய்து வருகிறார்கள். 2000-மாவது ஆண்டிலேயே தமிழகம் இந்த நிலையை எட்டிவிட்டது. தி.மு.க அரசின் சிறப்பான செயல்பாடுகளே இதற்குக் காரணம்.
- 1998 செப்டம்பர்வரை சென்னையிலுள்ள அமெரிக்கத் தூதரகம், 21,371 பேருக்கு விசா வழங்கியது. இதே காலகட்டத்தில் மும்பை தூதரகம் 9,734 பேருக்கும், புதுதில்லி தூதரகம், 5,460 பேருக்கும், கொல்கத்தா தூதரகம் 1,367 பேருக்கும் விசாக்களை வழங்கின.
- விசா பெற்றோரில் பெரும்பாலானோர் மென்பொருள் பட்டதாரிகள். இது, மற்ற மாநிலங்களைவிடத் தமிழகத்தில் இருந்துதான் அதிகம் பேர் அமெரிக்காவில் வேலைவாய்ப்பு கிடைத்து வெளியே செல்கின்றனர் என்பதை எடுத்துக் காட்டியது.
- 2000-மாவது ஆண்டு கழக ஆட்சியின்போது, 340 கோடி ரூபாய் மதிப்பீட்டில் டைடல் மென் பொருள் பூங்கா சென்னை தரமணியில் உருவாக்கப்பட்டு அன்றைய பிரதமர் வாஜ்பாய் அவர்களால் திறந்து வைக்கப்பட்டது. 12 லட்சம் சதுர அடி பரப்பளவுடன், தரை தளம், 12 மேல் தளங்கள், 2 தரைகீழ் தளங்கள் கொண்ட டைடல் பூங்காவில் இருந்து தரை வழியாகவும், செயற்கைக்கோள் வழியாகவும், நுண்ணலைகள் வழியாகவும் செய்திகளை பரிமாறிக் கொள்வதற்கு ஏற்ப வசதிகள் செய்துகொடுக்கப்பட்டன. இங்கு, ஆயிரக்கணக்கானோருக்கு வேலை வாய்ப்பு கிடைத்தது.
- முழுவதும் குளிர்ப்பதனப்படுத்தப்பட்ட டைல் பூங்காவில் மின்சாரத்தை சிக்கனப்படுத்துவதற்காக, இந்தியாவிலேயே முதல் முறையாக “Thermal Energy Storage System” அறிமுகம் செய்யப்பட்டது. அப்போது இந்த “மின்தொகுப்பு முறை” உலகிலேயே மூன்றாவது பெரியது அமைப்பாக விளங்கியது.
- இதேபோல், பழைய மாமல்லபுரம் சாலையில் உள்ள சிறுசேரியில், 1,000 ஏக்கர் பரப்பளவில், பன்னாட்டுத் தரத்தினாலான மிகப்பெரிய வன்பொருள் மற்றும் மென்பொருள் தொழிற்நுட்பப் பூங்கா ஒன்றை சிப்காட் நிறுவனம் உருவாக்கியது. இதன் மூலம், டைடல் பூங்கா அமைந்துள்ள சென்னை தரமணியிலிருந்து பழைய மாமல்லபுரச் சாலை, தமிழகத்தின் தகவல் தொழில்நுட்ப நெடுஞ்சாலையாக உயர்வு பெற்றது.
- இந்தச் சாலையில் பல்வேறு மிகப் பெரிய தகவல் தொழில்நுட்ப நிறுவனங்கள் தங்களுடைய மென்பொருள் தொழிற்சாலைகளை கழக ஆட்சிட்யின்போதே நிறுவின. சோழிங்கநல்லூரில் டாடா கன்சல்டன்சி சர்வீசஸ் (T.C.S) நிறுவனம், ஆசியாவின் மிகப் பெரிய மென்பொருள் மையத்தை தொடங்கியது.
- அதைத் தொடர்ந்து மற்ற மிகப் பெரிய நிறுவனங்களான விப்ரோ, இன்ஃபோசிஸ் மற்றும் போலாரிஸ் ஆகிய நிறுவனங்களும் தங்களது மையங்களை இப்பகுதியில் நிறுவின.
- இங்கிலாந்திலுள்ள World Tel நிறுவனத்துடன் இணைந்து மேற்கொள்ளப்பட்டுள்ள கூட்டுத் தொழில் முயற்சியின் காரணமாக, தமிழகம் முழுவதும் கழக ஆட்சியின்போது 13,000 சமுதாய இணைய மையங்களை அமைக்கப்பட்டன. இதன் மூலம், ஏறத்தாழ 1 லட்சத்து 50 ஆயிரம் பேருக்கு வேலை வாய்ப்பு கிடைத்தது.
- கணினியைப் பயன்படுத்தி நெடுந்தொலைவுக்கு அப்பால் வெளிநாடுகளில் உள்ள மருத்துவ வல்லுநர்களிடமிருந்து அறிவுரை மற்றும் வழிகாட்டுதலுடன், நவீன மருத்துவ சிகிச்சை பெறுவதற்கு Tele Medicine எனப்படும் தொலைத் தொடர்பு வழி மருத்துவ வசதியும் கழக ஆட்சியின்போதுதான் தமிழ்நாட்டில் ஏற்படுத்தப்பட்டது. இதன் மூலம், சென்னை மாநகரம் மருத்துவ சுற்றுலா நகரமாக வளர்ச்சியடைந்தது
- In India itself, it was the artist-led DMK government that made a unique mark in the IT sector. On October 5, 1998, a separate Department for Information Technology was created in the Chennai Central Secretariat during the DMK regime and started functioning under the leadership of an IAS officer.
- For the first time in India, a separate I.T.Policy was also created during the DMK regime. This policy is very popular among IT entrepreneurs. Tamil Nadu is the first state in India to announce a separate policy for IT development.
- Tamil Nadu has the largest number of software engineering professionals working in India. Tamil Nadu has reached this level in the year 2000 itself. This is due to the excellent performance of the DMK government.
- As of September 1998, the US Embassy in Chennai had issued visas to 21,371 people. During the same period, the Mumbai consulate issued visas to 9,734 people, the New Delhi consulate to 5,460 and the Kolkata consulate to 1,367.
- Most of the visa parents are software graduates. This showed that more people from Tamil Nadu go abroad for employment in the US than any other state.
- During the 2000-year Corporation rule, Tidal Men's Industrial Park was developed at Darmani, Chennai at a cost of Rs 340 crore and inaugurated by the then Prime Minister Vajpayee. With an area of 12 lakh square feet, ground floor, 12 upper floors and 2 underground floors, the Tidal Park is equipped with facilities for communication via terrestrial, satellite and microwave. Here, thousands of people got employment.
- A first in India “Thermal Energy Storage System” was introduced to save electricity in a fully cooled tile park. At that time, this "electronic system" became the third largest system in the world.
- Similarly, ChipCot has developed a 1,000 acre largest hardware and software technology park of international standards at Sirucherry on Old Mamallapuram Road. With this, the old Mamallapurach road from Chennai Taramani, where Tidal Park is located, has been elevated as the IT highway of Tamil Nadu.
- Various very large IT companies have set up their software factories on this road during the Corporation's tenure. Tata Consultancy Services (TCS) launched Asia's largest software center at Cholinganallur.
- After that, other big companies like Wipro, Infosys and Polaris also set up their centers in the region. 13,000 Community Internet Centers were set up across Tamil Nadu during the Corporation rule due to a joint venture with World Tel in England. Through this, approximately 1 lakh 50 thousand people got employment.
- It was during the Kazhagam rule that a telemedicine facility was established in Tamil Nadu to receive modern medical treatment over long distances using computers and advice and guidance from medical professionals abroad. With this, Chennai city developed as a medical tourism city
