• அண்ணா மறைவுக்குப் பிறகு தமிழக முதலமைச்சராகப் பொறுப்பேற்றுக்கொண்ட தலைவர் கலைஞர், 1970-ம் ஆண்டு தமிழுக்குச் சிறப்புச் சேர்க்கும் வகையில் புதிய ஆணை ஒன்றை பிறப்பித்தார். 
• அதன்படி அரசு விழாக்கள், கல்வி நிலையங்களின் விழாக்கள் ஆகியவற்றின் தொடக்கத்தில் பாடப்படும் இறை வணக்கத்துக்குப் பதிலாக, மனோன்மணீயம் காப்பியத்தில் பெ.சுந்தரம்(பிள்ளை) எழுதிய “நீராருங் கடலுடுத்த” எனத் தொடங்கும் தமிழ்த்தாய் வாழ்த்துப் பாடப்படவேண்டும் எனக் கூறப்பட்டது.
• அதன்படியே, இன்றுவரையிலும் ‘நீராருங் கடலுடுத்த’ பாடல் அரசு விழாக்களிலும், கல்வி நிலைய விழாக்களிலும் பாடப்பட்டு வருகின்றது.
• தமிழ் மொழியை வாழ்த்தும் இப்பாடலில், ‘ஆரிய போல் உலக வழக்கழிந் தொழிந்து’ என்று வரும் வரியை, வாழ்த்துப் பாடலில் ஒப்புமையும் வேண்டாம் பிறிதொரு மொழி அழிந்ததை குறிக்கவும் வேண்டாம் என சில வரிகளை நீக்கி அந்தப் பாடலை ‘தமிழ்த்தாய் வாழ்த்தாக’ பாடச் செய்தார் செய்தார் முதலமைச்சர் கலைஞர்.

• After Anna's death, the Chief Minister of Tamil Nadu, Chief Artist, issued a new decree in 1970 to give special status to Tamil. Accordingly, it was said that instead of worshiping God which is sung at the beginning of government functions and educational institutes, a Tamil greeting beginning with "Neerarung Kadaluduttha" written by P. Sundaram (Pillai) in Manonmaniyam Kappiyam should be sung. Accordingly, even till today the song 'Neerarung Kadaludutta' is sung in government functions and educational institution functions.
• In this song congratulating the Tamil language, the chief minister artist made the song to be sung as 'Tamilthai VazhthU' by removing some lines saying 'Ariya bol ulaga kalsalihin toshilindu', not to make comparisons and not to refer to the extinction of another language in the congratulatory song.
