INTERNATIONAL MOTHER LANGUAGE DAY 2024 / சர்வதேச தாய்மொழி தினம் 2024: பிப்ரவரி 21 ஆம் தேதி யுனெஸ்கோவால் "சர்வதேச தாய்மொழி தினமாக" அங்கீகரிக்கப்பட்டுள்ளது. இந்தியாவில் இதை மாத்ரிபாஷா திவாஸ் என்றும் குறிப்பிடுகிறோம். 

தாய்மொழிகளைக் கொண்டாடும் இந்த யோசனை முதலில் வங்காளதேசத்தால் 1999 யுனெஸ்கோ பொது மாநாட்டில் முன்வைக்கப்பட்டது. 

அந்த நேரத்தில், வங்காளதேசம் தனது தாய் மொழியான பங்களாவைப் பாதுகாக்க பாடுபட்டது. இந்த தினம் 2000 ஆம் ஆண்டு முதல் ஒவ்வொரு ஆண்டும் கொண்டாடப்படுகிறது.

யுனெஸ்கோவின் கூற்றுப்படி, உலக மக்கள்தொகையில் சுமார் 40% பேர் அந்தந்த தாய்மொழியில் கல்வி பெற வாய்ப்பில்லை. இந்த உலகளாவிய பிரச்சனையை எதிர்கொள்ள, நாடுகள் உலகம் முழுவதும் மொழி மற்றும் கலாச்சார பன்முகத்தன்மையை மேம்படுத்த முயற்சித்து வருகின்றன.

INTERNATIONAL MOTHER LANGUAGE DAY 2024 / சர்வதேச தாய்மொழி தினம் 2024: நவம்பர் 1999 இல், ஐக்கிய நாடுகளின் கல்வி, அறிவியல் மற்றும் கலாச்சார அமைப்பின் (UNESCO) பொது மாநாடு சர்வதேச தாய்மொழி தினத்தை (30C/62) அறிவித்தது. ஐ.நா.வின் பொதுச் சபை 2002 இன் A/RES/56/262 தீர்மானத்தில் நாள் பிரகடனத்தை வரவேற்றது.

16 மே, 2007 அன்று ஐக்கிய நாடுகளின் பொதுச் சபையின் A/RES/61/266 தீர்மானத்தில் "உலக மக்களால் பயன்படுத்தப்படும் அனைத்து மொழிகளின் பாதுகாப்பு மற்றும் பாதுகாப்பை ஊக்குவிப்பதற்காக" உறுப்பு நாடுகளை அழைத்தது. 

உண்மையில் அதே தீர்மானத்துடன், 2008 ஆம் ஆண்டு பொதுச் சபையானது, பன்மொழி மற்றும் பன்முக கலாச்சாரத்தின் மூலம் வேற்றுமையில் ஒற்றுமை மற்றும் உலகளாவிய புரிதலை ஊக்குவிப்பதற்காக சர்வதேச மொழிகளின் ஆண்டாக அறிவித்தது மற்றும் ஆண்டின் முன்னணி நிறுவனமாக பணியாற்ற யுனெஸ்கோ என பெயரிடப்பட்டது.

INTERNATIONAL MOTHER LANGUAGE DAY 2024 / சர்வதேச தாய்மொழி தினம் 2024: சர்வதேச தாய்மொழி தின 2024 இன் கருப்பொருள் "பல்மொழிக் கல்வி என்பது தலைமுறைகளுக்கு இடையேயான கற்றலின் தூண்" என்பதாகும். 

இன்று, 250 மில்லியன் குழந்தைகள் மற்றும் இளைஞர்கள் இன்னும் பள்ளிக்குச் செல்வதில்லை மற்றும் 763 மில்லியன் பெரியவர்கள் அடிப்படை கல்வியறிவு திறன்களில் தேர்ச்சி பெறவில்லை. தாய்மொழிக் கல்வி கற்றல், கல்வியறிவு மற்றும் கூடுதல் மொழிகளைப் பெறுதல் ஆகியவற்றை ஆதரிக்கிறது.

2023 சர்வதேச தாய்மொழி தினத்தின் தீம்

INTERNATIONAL MOTHER LANGUAGE DAY 2024 / சர்வதேச தாய்மொழி தினம் 2024: 2023 ஆம் ஆண்டுக்கான சர்வதேச தாய்மொழி தினத்தின் கருப்பொருள் "பல்மொழிக் கல்வி - கல்வியை மாற்றுவதற்கான அவசியம்" என்பதாகும்.

INTERNATIONAL MOTHER LANGUAGE DAY 2024: February 21st has been recognized as the “International Mother Language Day” by UNESCO. In India, we also refer to it as the Matribhasha Diwas. This idea of celebrating mother languages was first presented by Bangladesh at the 1999 UNESCO General Conference. 

At that time, Bangladesh was striving to protect its mother language, Bangla. This day has been celebrated each year since 2000.

As per by UNESCO, around 40% of the global population does not have access to education in its respective native language. In order to counter this global problem, countries have been trying to promote linguistic and cultural diversity around the world.

History

INTERNATIONAL MOTHER LANGUAGE DAY 2024: In November 1999, the General Conference of the United Nations Educational, Scientific and Cultural Organisation (UNESCO) proclaimed International Mother Language Day (30C/62). The General Assembly of the UN welcomed the proclamation of the day in its resolution A/RES/56/262 of 2002.

In the resolution of the United Nations General Assembly A/RES/61/266 on 16 May, 2007 called Member States “to promote the preservation and protection of all languages used by peoples of the world". 

In fact with the same resolution, the General Assembly in 2008 proclaimed the International Year of Languages to encourage unity in diversity and global understanding through multilingualism and multiculturalism and named UNESCO to serve as the lead agency of the year.

International Mother Language Day 2024 Theme

INTERNATIONAL MOTHER LANGUAGE DAY 2024: International Mother Language Day 2024 Theme is “Multilingual education is a pillar of intergenerational learning”. 

Today, 250 million children and young people still do not attend school and 763 million adults do not master basic literacy skills. Mother tongue education supports learning, literacy and the acquisition of additional languages.
