இந்த மாநில பேரிடர் மேலாண்மைத் திட்டத்தில், மாநிலம் சந்தித்து வரும் பேரிடர்கள், தமிழ்நாடு பேரிடர் மேலாண்மை ஆணையம், மாநில செயல்பாட்டு குழு, மாவட்ட பேரிடர் மேலாண்மை ஆணையம், பேரிடர் மேலாண்மையில் ஈடுபடும் பல்துறைகளின் பங்கு, இதர துறைகள் மற்றும் பங்கேற்பாளர்கள் குறித்த விளக்கம் வழங்கப்பட்டுள்ளது.
வெள்ளம், சுனாமி, சூறாவளி, வறட்சி, வெப்பக்காற்று, நிலச்சரிவுகள், பூகம்பம், இரசாயன தொழிற்சாலைகளில் ஏற்படும் விபத்துகள், அணுமின் நிலையங்கள், கதிர் வீச்சுகள் போன்ற பல்வகை பேரிடர்களை கையாளுவதற்கு தேவையான முன்னெச்சரிக்கை நடவடிக்கைகள் மற்றும் திறன் மேம்பாட்டு பயிற்சிகள் குறித்தும், மாநிலத்தில், பல்வேறு வகையான பேரழிவுகளால் பாதிப்பிற்குள்ளாகக் கூடிய பகுதிகள் பற்றியும் தெரிவிக்கப்பட்டுள்ளது.
மேலும், அரசு துறைகளால் செயல்படுத்தப்படும் திட்டப் பணிகள் மூலம் பேரிடர் தணிப்பு மற்றும் பருவகால மாற்றங்களின் சீற்றத்தணிப்பு ஆகியவற்றை மேற்கொள்ள வேண்டியதின் அவசியம், அதற்கான சாத்தியக்கூறுகள், நடைமுறைப்படுத்தப்பட வேண்டிய கொள்கைகள், திட்டமிடுதல், நிதி ஒதுக்கீடு, துறைகள் வாரியான பேரிடர் தணிப்பு சாத்தியக்கூறுகள் சுட்டிக்காட்டப்பட்டுள்ளன.
வயது முதிர்ந்தோர், மாற்றுத் திறனாளிகள், குழுந்தைகள், மூன்றாம் பாலினத்தவர்கள் ஆகியோருக்கு பேரிடர் காலங்களில் வழங்கப்பட வேண்டிய பாதுகாப்பு முன்னுரிமைகள் குறித்தும், பல்வேறு துறைகளின் பொறுப்பு மற்றும் பங்களிப்பு குறித்தும் விளக்கப்பட்டுள்ளது.
பேரிடர் காலங்களில் பின்பற்றப்பட வேண்டிய ஊடக மேலாண்மை குறித்தும், பேரிடர் மீட்பு மற்றும் மறுசீரமைப்பில் முன்னர் இருந்ததை விட தரமான, சிறப்பான கட்டமைப்புகளை உருவாக்குதல் (Build Back Better) குறித்தும் விளக்கப்பட்டுள்ளது.

In this State Disaster Management Plan, an explanation has been given about the disasters faced by the state, Tamil Nadu Disaster Management Authority, State Action Committee, District Disaster Management Authority, role of various departments involved in disaster management, other departments and participants.
It has been informed about the precautionary measures and capacity building exercises required to handle various disasters like flood, tsunami, cyclone, drought, heat wave, landslides, earthquake, accidents in chemical factories, nuclear power plants, radiation etc. and the areas affected by different types of disasters in the state.
Also, the need, possibilities, policies to be implemented, planning, allocation of funds, sector-wise disaster mitigation possibilities have been pointed out to carry out disaster mitigation and climate change mitigation through the projects implemented by the government departments.
The safety priorities to be given to the elderly, differently abled, group mothers and third gender during disasters and the responsibility and contribution of various sectors have been explained.
Media management to be followed during disasters and disaster recovery and reconstruction to build quality and better structures than before (Build Back Better) are explained.
