INTERNATIONAL MIGRANTS DAY 2023 - 18TH DECEMBER / சர்வதேச புலம்பெயர்ந்தோர் தினம் 2023 - டிசம்பர் 18: சர்வதேச புலம்பெயர்ந்தோர் தினம் ஒவ்வொரு ஆண்டும் டிசம்பர் 18 அன்று அனுசரிக்கப்படுகிறது. 

தகவல் தொடர்பு மற்றும் போக்குவரத்தின் முன்னேற்றத்துடன் கூடிய உலகமயமாக்கல், பிற இடங்களுக்குச் செல்ல விரும்பும் மக்களின் எண்ணிக்கையையும், திறனையும் வெகுவாக அதிகரித்துள்ளது. உலகம் முழுவதும், இந்த புதிய சகாப்தம் சமூகங்களுக்கு சவால்களையும் வாய்ப்புகளையும் உருவாக்கியுள்ளது.

இன்று அதிகமான மக்கள் தாங்கள் பிறந்த நாட்டைத் தவிர வேறு நாடுகளில் வாழ்கிறார்கள். ஐக்கிய நாடுகள் சபையின் கூற்றுப்படி, 2010 ஆம் ஆண்டை விட 2019 ஆம் ஆண்டில் உலகளவில் 272 மில்லியனை எட்டியுள்ளது, 

அதாவது 51 மில்லியன். 2000 ஆம் ஆண்டில் 2.8 சதவிகிதம் மற்றும் 1980 இல் 2.3 சதவிகிதத்துடன் ஒப்பிடுகையில் உலக மக்கள்தொகையில் சர்வதேச புலம்பெயர்ந்தவர்களின் விகிதம் உயர்ந்துள்ளது.

வரலாறு

INTERNATIONAL MIGRANTS DAY 2023 - 18TH DECEMBER / சர்வதேச புலம்பெயர்ந்தோர் தினம் 2023 - டிசம்பர் 18: ஐக்கிய நாடுகளின் பொதுச் சபை 4 டிசம்பர் 2000 அன்று, உலகில் அதிக எண்ணிக்கையிலான புலம்பெயர்ந்தோரின் எண்ணிக்கையைக் கருத்தில் கொண்டு, டிசம்பர் 18 ஐ சர்வதேச புலம்பெயர்ந்தோர் தினமாக அறிவித்தது.

1990 இல், இந்த நாளில், அனைத்து புலம்பெயர்ந்த தொழிலாளர்கள் மற்றும் அவர்களின் குடும்ப உறுப்பினர்களின் உரிமைகளைப் பாதுகாப்பதற்கான சர்வதேச மாநாட்டை சட்டமன்றம் ஏற்றுக்கொண்டது.

14 மற்றும் 15 செப்டம்பர் 2006 அன்று, பொதுச் சபையால் நடத்தப்பட்ட சர்வதேச இடம்பெயர்வு மற்றும் மேம்பாடு குறித்த உயர்மட்ட உரையாடலில் 132 உறுப்பு நாடுகள் பங்கேற்றன. 

சர்வதேச இடம்பெயர்வு ஒரு வளர்ந்து வரும் நிகழ்வு என்பதை அடிக்கோடிட்டுக் காட்டுவது உட்பட பல முக்கிய செய்திகளை அவர்கள் மீண்டும் உறுதிப்படுத்தினர் மற்றும் சரியான கொள்கைகளால் ஆதரிக்கப்பட்டால், அது பிறந்த நாடுகள் மற்றும் இலக்கு நாடுகளில் வளர்ச்சிக்கு சாதகமான பங்களிப்பை வழங்க முடியும். 

சர்வதேச குடியேற்றத்தின் நன்மைகளை அறுவடை செய்ய புலம்பெயர்ந்தோரின் அடிப்படை உரிமைகள் மற்றும் சுதந்திரங்கள் மதிக்கப்பட வேண்டும் என்றும், இருதரப்பு, பிராந்தியம் மற்றும் உலகளாவிய ரீதியில் சர்வதேச இடம்பெயர்வு தொடர்பான சர்வதேச ஒத்துழைப்பை வலுப்படுத்துவதன் முக்கியத்துவத்தை அங்கீகரித்துள்ளனர்.

புலம்பெயர்ந்தோர் மற்றும் நிலையான வளர்ச்சி 2030 நிகழ்ச்சி நிரல்

INTERNATIONAL MIGRANTS DAY 2023 - 18TH DECEMBER / சர்வதேச புலம்பெயர்ந்தோர் தினம் 2023 - டிசம்பர் 18: நிலையான வளர்ச்சி 2030 நிகழ்ச்சி நிரல் முதன்முறையாக நிலையான வளர்ச்சிக்கான இடம்பெயர்வின் பங்களிப்பை அங்கீகரிக்கிறது. 

பதினேழு நிலையான வளர்ச்சி இலக்குகளில் (SDGs) பதினொன்றில் இடம்பெயர்வு அல்லது இயக்கம் தொடர்பான இலக்குகள் மற்றும் குறிகாட்டிகள் உள்ளன. புலம்பெயர்ந்தவர்களைக் கூட "யாரையும் விட்டுவிடாதீர்கள்" என்பதே நிகழ்ச்சி நிரலின் அடிப்படைக் கொள்கை.

இடம்பெயர்வுக்கான சர்வதேச அமைப்பு (IOM)

INTERNATIONAL MIGRANTS DAY 2023 - 18TH DECEMBER / சர்வதேச புலம்பெயர்ந்தோர் தினம் 2023 - டிசம்பர் 18: IOM 1951 இல் நிறுவப்பட்டது மற்றும் இடம்பெயர்வு துறையில் முன்னணி அரசுகளுக்கிடையேயான அமைப்பாகும். 

IOM 2016 இல் ஐக்கிய நாடுகள் சபையுடன் ஒப்பந்தம் செய்து அதன் சிறப்பு நிறுவனங்களில் ஒன்றாக மாறியது.

INTERNATIONAL MIGRANTS DAY 2023 - 18TH DECEMBER: International Migrants Day is observed on 18 December every year. Globalization with the advancement of communications and transportation has greatly increased the number of people, who have desired and the capacity to move to other places. Across the world, this new era has created challenges and opportunities for societies. 

It has been seen that today more people live in a country other than the one in which they were born. According to the UN, the number of migrants globally reached an estimated 272 million in 2019 more than in 2010 which is 51 million. 

The proportion of international migrants in the world population has also risen compared to 2.8 percent in 2000 and 2.3 percent in 1980. Some individuals migrate out of choice and many others migrate out of necessity. 

History

INTERNATIONAL MIGRANTS DAY 2023 - 18TH DECEMBER: The United Nations General Assembly on 4 December 2000, taking into account the large and increasing number of migrants in the world, proclaimed 18 December as International Migrants Day. 

In 1990, on this day, the Assembly adopted the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families. On 14 and 15 September 2006, the 132 Member States participated in the High-level Dialogue on International Migration and Development which was conducted by the General Assembly. 

They reaffirmed a number of key messages including underscoring that international migration was a growing phenomenon and that it could make a positive contribution to development in countries of origin and countries of destination provided it had been supported by the right policies. 

They also emphasized that migrants' fundamental rights and freedoms should be respected to reap the advantages of international migration and recognized the importance of strengthening international cooperation on international migration bilaterally, regionally, and globally.

Migrants and the Sustainable Development 2030 Agenda

INTERNATIONAL MIGRANTS DAY 2023 - 18TH DECEMBER: The Sustainable Development 2030 Agenda recognizes for the first time the contribution of migration to sustainable development. Eleven out of the Seventeen Sustainable Development Goals (SDGs) contain targets and indicators relevant to migration or mobility. The core principle of the agenda is to "leave no one behind" not even migrants.

International Organization for Migration (IOM)

INTERNATIONAL MIGRANTS DAY 2023 - 18TH DECEMBER: IOM was established in 1951 and is the leading inter-governmental organization in the field of migration. IOM entered into an agreement with the United Nations in 2016 and became one of its specialized agencies.
