STAR 3.0 SCHEME / ஸ்டார் 3.0 திட்டம்: தமிழ்நாடு முதல்வர் மு.க. ஸ்டாலின் வியாழக்கிழமை (ஜன.22) தலைமைச் செயலகத்தில், பதிவுத்துறையின் ஸ்டார் 3.0 திட்டத்தின் கீழ், காகிதமில்லா ஆவணப்பதிவு, நேரடி வருகையில்லா ஆவணப்பதிவு, தானியங்கி பத்திர உருவாக்கம், மறு விற்பனையாகும் அடுக்குமாடி குடியிருப்புகளுக்கு கட்டடக் களப்பணியின்றி ஆவணங்களை அன்றே திரும்ப வழங்கும் திட்டம், சொத்து தொடர்பான பரிவர்த்தனைகளை எளிய முறையில் வில்லங்கச்சான்றில் தேடுதல் உள்ளிட்ட 18 சேவைகள் உள்ளடக்கிய செயல் திட்டத்தினை தொடங்கி வைத்தார்.

பதிவுத்துறை, பொதுமக்கள் தங்கள் சொத்துக்களின் மீதான உரிமையை தமது பெயரில் பதிவு செய்தல், திருமணத்தைப் பதிவு செய்தல், சங்கங்கள், சீட்டுகள் மற்றும் கூட்டாண்மை நிறுவனங்களை பதிவு செய்தல் போன்ற பணிகளை மேற்கொண்டு வருகிறது.

இத்தகைய முக்கியத்துவம் வாய்ந்த பதிவுத்துறை செயல்பாடுகளை மேலும் மேம்படுத்தும் வகையில் சார்பதிவாளர் அலுவலகங்களுக்கு புதிய அலுவலகக் கட்டிடங்கள் கட்டுதல், புதிய சார்பதிவாளர் அலுவலகங்கள் ஏற்படுத்துதல், துறையின் உட்கட்டமைப்புகளை மேம்படுத்துதல் போன்ற பல்வேறு நடவடிக்கைகளை தமிழ்நாடு அரசு மேற்கொண்டு வருகிறது.

முத்தமிழறிஞர் கலைஞர் 160 ஆண்டுகள் பாரம்பரியம் கொண்ட பதிவுத்துறையில் 6.02.2000 அன்று ஸ்டார் கணினிமயமாக்கும் திட்டத்தை தொலைநோக்கு கண்ணோட்டத்துடன் இந்தியாவிலேயே முன்னோடி மாநிலமாக தமிழ்நாட்டில் தொடங்கி வைத்தார்.

அதன் தொடர்ச்சியாக, பதிவுத்துறையின் ஸ்டார் 3.0 மென்பொருள் திட்டத்தின் கீழ் 18 புதிய சேவைகள் உள்ளடக்கிய முதல்நிலை செயல் திட்டத்தினை முதல்வர் மு.க.ஸ்டாலின் வியாழக்கிழமை தொடங்கி வைத்தார்.

ஸ்டார் 3.0 திட்டத்தின் பயன்களின் விவரங்கள்

காகிதமில்லா ஆவணப்பதிவு (Paperless Registration)

STAR 3.0 SCHEME / ஸ்டார் 3.0 திட்டம்: காகிதமில்லாமல் இணைய வழியில் ஆவணங்கள் சமர்ப்பித்திடும் முறை அறிமுகப்படுத்தப்பட்டுள்ளது, இதற்கு சொத்தினை எழுதிக்கொடுப்பவர் மற்றும் எழுதி வாங்குபவரின் அடையாளமானது ஆதார் வழி பெறப்பட்ட குறுஞ்செய்தி அல்லது விரல் ரேகை வழி சரிபார்க்கப்பட்டு ஆவணதாரர்கள் அலுவலகத்தில் நேரில் ஆஜராகி ஆவண விபரங்கள் சரியாக இருக்கும் பட்சத்தில், ஆவணம் உடனுக்குடன் பதிவு செய்யப்பட்டு, சார்பதிவாளரின் மின்னணு கையொப்பம் இடப்பட்டு மின்னணு ஆவணமாக இணையதள வழி பொதுமக்களுக்கு உடனே அனுப்பி வைக்கப்படும்.

நேரடி வருகையில்லா ஆவணப்பதிவு (Presence less Registration)

கட்டுமான நிறுவனத்திடமிருந்து புதிய அடுக்குமாடி குடியிருப்பினை வாங்கும் போதும், புதிதாக உருவாக்கப்பட்ட மனைப்பிரிவுகளிலிருந்து மனைகளை மட்டும் வாங்கும் போதும், ஆன்லைன் வழி கட்டணம் செலுத்திய உடன் பொதுமக்கள் சார்பதிவாளர் அலுவலகம் செல்லாமலேயே இணையவழியாக ஆவணம் பதிவுக்கு சமர்ப்பிக்க அனுமதிக்கப்படும்.

சமர்ப்பிக்கப்பட்ட ஆவண விபரங்கள் சரியாக இருக்கும் பட்சத்தில் ஆவணம் உடனுக்குடன் பதிவு செய்யப்பட்டு இணையதள வழியாக ஆவணதாரர்களுக்கு அனுப்பி வைக்கப்படும்.

மேலும், தமிழ்நாடு வீட்டுவசதி வாரியம் மற்றும் தமிழ்நாடு நகர்ப்புற வாழ்விட மேம்பாட்டு வாரியம் போன்ற அரசு வாரியங்களால் எழுதிக்கொடுக்கப்படும் சொத்துக்களுக்கு சம்பந்தப்பட்ட வாரிய அலுவலகத்திலிருந்தே பத்திரத்தை பதிவுக்கு தாக்கல் செய்து, பதிவு செய்யப்பட்ட பத்திரத்தை உடனே வாரிய அலுவலகத்திலிருந்தே தரவிறக்கும் செய்யும் வசதியும் ஏற்படுத்தப்பட்டுள்ளது.

தானியங்கி பத்திர உருவாக்கம் (Automatic Deed Creation)

பொதுமக்கள் பிறர் உதவியின்றி தங்களின் ஆவணத்தை தாங்களே உருவாக்கும் வண்ணம் கேள்வி, பதில் வடிவிலான தானியங்கி பத்திரம் உருவாக்கிடும் வகையில் இந்த மென்பொருள் தயாரிக்கப்பட்டுள்ளது. 

இதன்மூலம் பொதுமக்கள் தங்கள் சொத்து தொடர்பான குறைந்தபட்ச விபரங்களை அளித்து உருவாக்கப்படும் ஆவணத்தை காகிதமில்லா ஆவணப்பதிவு முறையிலோ அல்லது அச்சுப்பிரதி எடுத்து வழக்கமான பத்திரப்பதிவு முறையிலோ பதிவு செய்துக் கொள்ளலாம்.

விரைவுக்குறியீட்டின் (QR Code ) வழி பணம் செலுத்தும் முறை

STAR 3.0 SCHEME / ஸ்டார் 3.0 திட்டம்: நடைமுறையில் உள்ள ஆன்லைன் கட்டண வசதியுடன் ரூ.1000-க்கும் குறைவாக பணம் செலுத்த வேண்டிய நிகழ்வுகளில், கூடுதல் வசதியாக பாரத ஸ்டேட் வங்கியால் வழங்கப்பட்ட குறுபணப் பரிவர்த்தனை இயந்திர (Point of Sales) விரைவுக்குறியீட்டின்(QR code with UPI) வழி பணம் செலுத்தும் வசதியும் இதன்மூலம் ஏற்படுத்தப்பட்டுள்ளது.

அடுக்குமாடி குடியிருப்பு மறுவிற்பனை ஆவணங்களை அன்றே திரும்ப வழங்கும் வசதி அடுக்குமாடி குடியிருப்பு மறுவிற்பனை ஆவணத்தில் கார் பார்க்கிங் மற்றும் மின்தூக்கி (Lift) போன்ற வசதிகள் இருப்பதை உறுதி செய்யும் நிலையில், கட்டிட களப்பணியின்றி பதிவு செய்த அன்றே ஆவணங்களைத் திருப்பித் தரும் வகையில் இந்த மென்பொருள் மாற்றியமைக்கப்பட்டுள்ளது.

பதிவு செய்யப்பட்ட ஆவணங்களின் சான்றிட்ட நகல்கள் உடனுக்குடன் வழங்கும் வசதி

பொதுமக்கள் சொத்துப்பத்திரத்தின் சான்றிட்ட நகல் கோரும் நிகழ்விலும், வெளிநாடுகளில் வசிக்கும் பொதுமக்கள் அளிக்கும் பொது அதிகார ஆவணங்கள், நீதிமன்ற ஆணைகள் (Court Order), கடன் ஆணைகள் (Loan order) மற்றும் குறிப்பு ஆணைகள் (Memo) உள்ளிட்ட ஆவணங்களின் சான்றளிக்கப்பட்ட நகல்களை ஆன்லைன் வழி உடனுக்குடன் மையக் கணினியின் மின்னணு கையொப்பத்துடன் (Server based Digital Signature Certificate) வழங்கும் புதிய வசதியும் ஏற்படுத்தப்பட்டுள்ளது.

சொத்து தொடர்பான பரிவர்த்தனைகளை எளிய முறையில் வில்லங்கச்சான்றில் தேடுதல்

ஓர் ஆவணத்தின் பதிவு எண்ணை கொடுத்து தேடுதல் மேற்கொள்ளும் பொழுது, அதனுடன் தொடர்புடைய அனைத்து முன்பதிவு மற்றும் பின்பதிவு ஆவணங்கள் வில்லங்கச்சான்றில் வரும் வசதி ஏற்படுத்தப்பட்டுள்ளது (Pervious Document Based Search). 

மேலும், வருவாய் மாவட்டம், வருவாய் வட்டம் மற்றும் வருவாய் கிராமம் ஆகியவற்றினை உள்ளீடு செய்தும் சொத்துப் பரிவர்த்தனை விபரங்களை தேடும் வசதி கூடுதலாக ஏற்படுத்தப்பட்டுள்ளது.

பதிவுத்துறையில் தற்போது தனித்தனியாக வில்லங்கச்சான்று வழங்கப்பட்ட நிலையை மாற்றி, ஒரு கிராமமானது வெவ்வேறு சார்பதிவாளர் அலுவலகத்திற்கு மாற்றம் செய்யப்பட்டு இருந்தாலும், ஒரு கிராமத்தைப் பொறுத்து ஒரே ஒரு கணினி கட்டணத்துடன் ஒரே வில்லங்கச்சான்றாக வழங்கும் வசதியும் உருவாக்கப்பட்டுள்ளது.

கைபேசி செயலி மற்றும் புலனவழி செய்தி

STAR 3.0 SCHEME / ஸ்டார் 3.0 திட்டம்:”TNREGINET” என்ற கைபேசி செயலி வழியாக வில்லங்கச்சான்று, ஆவணப்பதிவுக்கான முன்பதிவு வில்லை (Token) நிலை, வழிகாட்டி மதிப்பு, திருமணம், சங்கம், கூட்டு நிறுவனம், சீட்டு நிறுவனம், ஆவணப்பதிவு விபரம், சொத்தின் மதிப்பு கணக்கீடு ஆகியவற்றை எளிதாக அறியும் வசதி உருவாக்கப்பட்டுள்ளது. மேலும், பதிவுத்துறையின் வெவ்வேறு சேவைகளின் நிலை தொடர்பாக புலனம் (WhatsApp) வழியாகவும் செய்தி அனுப்பும் வசதியும் ஏற்படுத்தப்பட்டுள்ளது.

அடுக்குமாடி குடியிருப்போர் சங்கப்பதிவு

தமிழ்நாடு அடுக்குமாடி குடியிருப்பு உரிமை சட்டம் 2022-ன்படி சங்கங்களை பதிவு செய்ய, பொதுமக்கள், மாவட்டப் பதிவாளர் அலுவலகத்திற்கு நேரில் வராமலேயே முற்றிலும் இணையதள வாயிலாக பதிவு செய்யும் புதிய வசதியும் ஏற்படுத்தப்பட்டுள்ளது.

மேம்படுத்தப்பட்ட திருமணத் தேடுதல்

மணமகன் (அல்லது) மணமகள் பெயர், பிறந்த தேதி விபரத்தை உள்ளீடு செய்து திருமண விபரங்களை பெறும் வசதியும் இதன்மூலம் ஏற்படுத்தப்பட்டுள்ளது.

மேலாண்மை தகவல் அமைப்பு (MIS)

STAR 3.0 SCHEME / ஸ்டார் 3.0 திட்டம்: பொதுமக்களுக்கு வழங்கப்படும் சேவைகளின் தரத்தை கண்காணிக்க ஏதுவாக அனைத்து நிலை உயர் அலுவலர்களுக்கும் மேம்படுத்தப்பட்ட மேலாண்மை தகவல் அமைப்பு உருவாக்கப்பட்டுள்ளது. 

பதிவுத்துறையால் அறிமுகப்படுத்தப்பட்டுள்ள இந்த ஸ்டார் 3.0 ஸ்பிரின்ட் 1 மென்பொருள் திட்டத்தின் மூலம் பொதுமக்களின் நலனுக்காக மேற்கண்ட 18 சேவைகள் செயல்படுத்தப்படும்.

STAR 3.0 SCHEME: Tamil Nadu Chief Minister M.K. Stalin on Thursday (Jan. 22) launched a project at the Secretariat under the Registration Department's STAR 3.0 scheme, encompassing 18 services. 

These services include paperless document registration, registration without the need for physical presence, automated document creation, a scheme for returning documents on the same day for resale of apartments without on-site building inspections, and simplified searching of encumbrance certificates for property-related transactions.

The Registration Department undertakes tasks such as registering the ownership of citizens' properties in their names, registering marriages, and registering societies, chit funds, and partnership firms.

To further enhance these crucial functions of the Registration Department, the Tamil Nadu government is undertaking various measures such as constructing new office buildings for sub-registrar offices, establishing new sub-registrar offices, and improving the department's infrastructure.

With a visionary approach, the late Chief Minister Kalaignar Karunanidhi launched the STAR computerization project on February 6, 2000, in Tamil Nadu, making it a pioneering state in India in this regard, for the Registration Department which has a 160-year-old tradition.

Following this, Chief Minister M.K. Stalin launched the first phase of the STAR 3.0 software project of the Registration Department, which includes 18 new services, on Thursday. 

Details of the benefits of the STAR 3.0 project

Paperless Registration

STAR 3.0 SCHEME: A paperless online document submission system has been introduced. In this system, the identity of the grantor and grantee is verified through Aadhaar-based SMS or fingerprint verification. 

If the document details are correct upon the parties' physical presence at the sub-registrar's office, the document is registered immediately, electronically signed by the sub-registrar, and sent to the public as an electronic document via the website.

Presenceless Registration

When purchasing new apartments from construction companies or plots from newly developed layouts, the public will be allowed to submit the document for registration online without visiting the sub-registrar's office, immediately after paying the fees online.

If the submitted document details are correct, the document will be registered immediately and sent to the document holders via the website.

Furthermore, for properties granted by government boards such as the Tamil Nadu Housing Board and the Tamil Nadu Urban Habitat Development Board, a facility has been created to file the deed for registration directly from the respective board office and download the registered deed immediately from the board office.

Automatic Deed Creation

This software has been developed to enable the public to create their own documents without the help of others, through a question-and-answer format for automatic deed creation. 

Through this, the public can provide minimal details about their property and register the created document either through the paperless registration method or by taking a printout and using the conventional registration method. Payment method via QR Code

In addition to the existing online payment facility, for transactions involving payments less than Rs. 1000, a convenient payment option using a Point of Sales (POS) QR code with UPI, provided by the State Bank of India, has also been implemented.

Facility for immediate return of apartment resale documents

STAR 3.0 SCHEME: This software has been modified to return apartment resale documents on the same day of registration, without requiring on-site building inspection, provided that the documents confirm the availability of facilities such as car parking and elevator.

Facility for immediate provision of certified copies of registered documents

STAR 3.0 SCHEME: A new facility has been created to provide certified copies of property deeds, general power of attorney documents submitted by citizens residing abroad, court orders, loan orders, and memo orders, etc., immediately online with a server-based digital signature certificate.

Simplified search for property-related transactions in the Encumbrance Certificate

When searching using a document's registration number, a facility has been created to display all related pre-registration and post-registration documents in the Encumbrance Certificate (Previous Document Based Search). Additionally, a facility to search for property transaction details by entering the revenue district, revenue circle, and revenue village has also been provided.

The current system in the Registration Department, where encumbrance certificates were issued separately, has been changed. Now, even if a village has been transferred to different sub-registrar offices, a single encumbrance certificate for the entire village can be obtained with a single computer fee.

Mobile App and WhatsApp Messaging

A mobile application called "TNREGINET" has been developed, providing easy access to services such as encumbrance certificates, document registration token status, guideline value, marriage, society, partnership firm, chit fund, document registration details, and property value calculation. Furthermore, a facility has been created to send messages via WhatsApp regarding the status of various services offered by the Registration Department.

Apartment Owners Association Registration

According to the Tamil Nadu Apartment Ownership Act 2022, a new facility has been created for the public to register associations entirely online, without the need to visit the District Registrar's office in person.

Improved Marriage Search

A facility has been created to obtain marriage details by entering the name and date of birth of the bride or groom.

Management Information System (MIS)

STAR 3.0 SCHEME: An improved Management Information System has been developed for all levels of senior officers to monitor the quality of services provided to the public. Through this STAR 3.0 Sprint 1 software project introduced by the Registration Department, the above 18 services will be implemented for the benefit of the public.
