UNION BUDGET 2026 - 2027: Finance Minister Nirmala Sitharaman presented the Union Budget for the financial year 2026-27 in Parliament today (Feb 1). In her subsequent address, she spoke for 83 minutes on the budget's features, allocating funds to various sectors.
At the same time, she announced that the 2025 Income Tax Act will come into effect from April 1.
It is noteworthy that during last year's budget, it was announced that under the new tax regime, income up to Rs. 12 lakh per annum would be exempt from income tax. Furthermore, considering the standard deduction of Rs. 75,000, those with a total income of up to Rs. 12.75 lakh would not have to pay any income tax.

- Ensuring long-term security and stability
- Developing urban economic zones
Bio Pharma Shakti Scheme
UNION BUDGET 2026 - 2027: The 'Bio Pharma Shakti' scheme is proposed with an allocation of Rs. 10,000 crore over the next 5 years to develop India into a global hub for the production of life-saving medicines. This will create an ecosystem conducive to the domestic production of life-saving drugs and their equivalents.
A growth fund for Micro, Small and Medium Enterprises (MSMEs) with an allocation of Rs. 10,000 crore to create future champions. A dedicated initiative is proposed for the manufacturing and research of high-quality sporting goods.
Mega Textile Parks
UNION BUDGET 2026 - 2027: Mega textile parks will be established in a challenging manner. The Mahatma Gandhi Gram Swaraj initiative will be launched to strengthen the Khadi and handloom industries.
Scheme to strengthen domestic manufacturing of equipment
A scheme will be introduced to strengthen the domestic manufacturing of high-value, technologically advanced equipment required for construction and infrastructure. This scheme will lead to an increase in the domestic production of a wide range of such equipment, from fire-fighting equipment to elevators and tunnel boring machines.
Three Duties
As this is the first budget prepared in Kartavya Bhavan, we are inspired by three duties. They are:
Accelerating and sustaining economic growth by improving productivity and competitiveness, and building resilience against volatile global environments. 2) To fulfill the aspirations of our people, nurture their potential, and make them strong partners in the nation's prosperity.
In line with the vision of 'inclusive growth for all,' ensuring that resources, facilities, and opportunities are available to every family, community, and region.
Exclusive Rare Earth Mineral Corridors
A scheme for rare earth magnets was launched in 2025. We now propose to support the establishment of exclusive rare earth mineral corridors in the mineral-rich states of Odisha, Kerala, Andhra Pradesh, and Tamil Nadu.
Nirmala Sitharaman: We will launch the 'Indian Semiconductor Mission 2.0'. We will also focus on industry-linked research and training centers to develop technology and skilled manpower.
Attracting Sustainable Long-Term Investments
UNION BUDGET 2026 - 2027: We face a volatile external environment where trade and diversification are at risk. Access to resources and supply chains is disrupted. New technologies are transforming production systems. The demand for water, electricity, and critical minerals is increasing sharply.
India will continue to take confident steps towards a developed India, ensuring ambitious and inclusive growth.
Trade and capital requirements are constantly evolving. In this context, we must integrate deeply with global markets, increase exports, and attract sustainable long-term investments, stated Union Finance Minister Nirmala Sitharaman.
A dedicated corridor connecting the East and the West: New dedicated freight corridors will be established to connect Dankuni in the East and Surat in the West, aiming to improve freight transportation in an environmentally friendly manner.
A 'Coconut Promotion Scheme' is proposed to increase coconut production and enhance productivity. This scheme includes removing unproductive trees and planting new saplings in coconut-growing states.
A dedicated scheme for Indian cashew and cocoa is being introduced to make India self-reliant in cashew and cocoa production by 2030, increase export competitiveness, and transform Indian cashew and Indian cocoa into global brands.
Union Finance Minister Nirmala Sitharaman announced that ₹20,000 crore will be allocated over the next 5 years for Carbon Capture, Utilization and Storage (CCUS) technologies. This will enable the development of these technologies for various applications and achieve higher levels of readiness.
India's Animation, Visual Effects, Gaming and Comics (AVGC) sector is growing. It is projected that this sector will require 20 lakh professionals by 2030. The Indian Institute of Creative Technologies in Mumbai will set up AVGC content creator labs in 15,000 high schools and 500 colleges.
A scheme to transform the sports sector
UNION BUDGET 2026 - 2027: The sports sector offers diverse employment opportunities, skill development, and career prospects. To systematically nurture the sporting talents created through the Khelo India program, a 'Khelo India' scheme will be launched to transform the sports sector over the next 10 years.
Measures to improve waterway transportation
20 new waterways will be made operational in the next 5 years. In the first phase, 5 of these waterways will be established in Odisha. Mineral-rich areas like Talcher and Angul, and industrial hubs like Kalinganagar will be connected to Paradip and Dhamra ports. A ship repair ecosystem for inland waterways will be established in Varanasi and Patna.
One women's hostel will be established in every district across the country.
Several measures are being taken to establish new educational institutions, university towns, women's hostels, and futuristic infrastructure facilities by investing in the higher education sector. Accordingly, Union Finance Minister Nirmala Sitharaman announced in the Union Budget 2026 that one women's hostel will be built in every district of the country.
'Bharat Vistar' introduced
Bharat Vistar is an integrated virtual system for accessing agricultural resources. A multilingual artificial intelligence tool called 'Bharat Vistar' will be introduced, which integrates agricultural websites and the Indian Council of Agricultural Research (ICAR) compilation of agricultural practices with artificial intelligence systems.
The government has accepted the recommendations of the 16th Finance Commission to maintain the share of financial allocation to states at 41%. Rs. 1.4 lakh crore will be allocated to the states for the financial year 2026-27.
Basic customs duty is completely exempted on 17 medicines used to provide relief to cancer patients. No basic customs duty on 17 medicines!
Furthermore, it was announced that 7 more rare diseases would be added for the purpose of exempting import duty on medicines, medical products, and foods for special medical purposes imported individually for the treatment of rare diseases.
TCS-related announcements
UNION BUDGET 2026 - 2027: Any interest awarded to an individual by the Motor Accident Claims Tribunal will be exempt from income tax. Any TDS deduction related to this will be waived.
The TCS tax on the sale of overseas tour program packages will be reduced from the existing 5% and 20% to 2%, without any monetary limit.
Under the Liberalized Remittance Scheme (LRS), the TCS tax on money sent abroad for education and medical purposes will be reduced from 5 percent to 2 percent.
To streamline the customs duty system for goods imported for personal use, the customs duty on all taxable goods imported for personal use will be reduced from 20% to 10%. Import duty to decrease from 20% to 10%! Action to extend the basic customs duty exemption for the import of materials required for nuclear energy projects until 2035 and to extend this to all nuclear power plants regardless of their capacity.
Measures being taken to support Indian fishermen in fully utilizing the economic value of marine resources beyond our territorial waters
Fish caught by an Indian fishing vessel in the Exclusive Economic Zone or in the deep sea will be exempt from customs duty.
The landing of such fish at a foreign port will be considered as export of goods. Security measures will be implemented to prevent irregularities during fishing, transportation, or transshipment.
Raw materials imported for the manufacture of aircraft parts used by units in the defense sector for maintenance, repair, or complete overhaul purposes are exempt from basic customs duty.
Capital goods required for processing key minerals in India are exempt from basic customs duty.
New Mountain Roads: Sustainable mountain roads will be developed in Himachal Pradesh, Uttarakhand, Jammu and Kashmir, the Araku Valley region of the Eastern Ghats, and the Western Ghats. These roads will be constructed in an environmentally friendly manner.
No changes in personal income tax slabs
In the Union Budget for the financial year 2026-27, Finance Minister Nirmala Sitharaman announced that there are no changes in the personal income tax rates and slabs. At the same time, she stated that the 2025 Income Tax Act will come into effect from April 1st.
Simplified income tax rules and forms will be announced soon. This will give taxpayers sufficient time to familiarize themselves with the new requirements.
During last year's budget, it was announced that under the new tax regime, income up to Rs. 12 lakh per annum would be exempt from income tax. Under this new tax regime introduced in February 2023, it is noteworthy that individuals with a gross income of up to ₹12.75 lakh will not have to pay any income tax, considering the standard deduction of ₹75,000.
India's Gross Domestic Product (GDP) to debt ratio to be 50±1 percent in 2030-31
UNION BUDGET 2026 - 2027: Presenting the Union Budget for 2026-27 in Parliament today, the Union Minister for Finance and Corporate Affairs, Smt. Nirmala Sitharaman, stated, "The government continues to meet its fiscal commitments without compromising on social needs."
Accordingly, the production-to-debt ratio, which was 56.1 percent of GDP in the Revised Estimates for 2025-26, is estimated to be 55.6 percent of GDP in the 2026-27 Budget Estimates. The declining production-to-debt ratio will gradually free up resources for priority sector spending by reducing the cost of interest payments.
Regarding the fiscal deficit, Smt. Sitharaman stated that the commitment made in the 2021-22 financial year to reduce the fiscal deficit to below 4.5 percent of GDP by 2025-26 has been fulfilled. In the Revised Estimates for 2025-26, the fiscal deficit is estimated at 4.4 percent of GDP, in line with the 2025-26 Budget Estimates.
In line with the new fiscal prudence path of debt consolidation, the fiscal deficit in the 2026-27 Budget Estimates is projected to be 4.3 percent of GDP.
"The revised estimate for non-debt receipts is ₹34 lakh crore. Of this, the Central government's net tax revenue is ₹26.7 lakh crore. The revised estimate for total expenditure is ₹49.6 lakh crore. Of this, capital expenditure is approximately ₹11 lakh crore," the Finance Minister stated.
